Duties

As a Human Resources Advisor, you will be responsible for Labour Relations, Staffing & Human Resources Planning.

You will:
• Provide advice and guidance to clients while fostering partnerships by understanding their business.
• Work in collaboration with other Human Resources disciplines to develop integrated Human Resources solutions that are relevant, responsive, and timely.
• Develop informed people management priorities to meet organizational needs.

Intent of the process

The immediate intent of this process is to staff one indeterminate position with a language requirement of English essential or bilingual imperative, BBB/BBB.

A pool of qualified and/or partially assessed candidates may be established to staff similar positions with various tenures, security profiles and language requirements within Transport Canada (TC).

EDUCATION
ED: Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

Degree equivalency

EXPERIENCE
EX1: Significant experience in providing strategic advice to managers on complex staffing and/or labour relations issues.
EX2: Significant experience in interpreting and applying legislation and policies related to the staffing and/or labour relations disciplines.
EX3: Significant experience in reviewing, researching and analyzing information.

Note: Significant means the amount, complexity and diversity of experience that would normally be acquired where the experience was part of the regular work duties over a period of two years.

EXPERIENCE
AEX1: Significant experience in providing strategic advice to managers on complex staffing and/or labour relations issues in the public sector. (Federal, Provincial, Territorial, Municipal Governments, Crown Corporations, School Divisions, Universities, Colleges)
AEX2: Significant experience in interpreting and applying legislation and policies related to staffing and/or labour relations disciplines in the public sector. (Federal, Provincial, Territorial, Municipal Governments, Crown Corporations, School Divisions, Universities, Colleges)
AEX3: Experience in preparing and delivering presentations or training.
AEX4: Experience working with electronic Human Resource Information Management Systems.

ASSESSMENT - GENERAL INFORMATION
Random selection, invoking asset qualifications may be used in conjunction with other volume management strategies that can be applied at any stage in the staffing process.

Reference checks may be sought.

An interview may be administered.

A test may be administered.

ASSESSMENT – RESCHEDULING
Rescheduling will only be dealt with on a case-by-case basis. Supporting documentation will be required at the time of your request to be rescheduled.

Possible reasons for alternate assessment dates:
· Medical reason with doctor's certificate;
· Death in the immediate family;
· Professional obligation (proof required);
· Confirmation of pre-approved travel plans; or
· Religious reasons.

EDUCATION
Candidates will be required to provide proof of education as part of this selection process.

Candidates with foreign educational credentials are required to provide proof of Canadian equivalency. You may consult the Canadian Information Centre for International Credentials at www.cicic.ca for further information.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
