Duties

Working in the Civil Aviation Directorate at Transport Canada, Civil Aviation Safety Inspectors – Cabin Safety/Aviation Occupational Health and Safety are responsible for performing oversight activities as they relate to cabin safety for air operators, to assure compliance with the regulatory framework, to promote a proactive safety management systems culture, and for the safety of civil air operations in Canada.

Work environment

The key activities of this position require occasional travel locally, regionally, and sometimes nationally to conduct oversight activities. Most tasks will be performed in a typical office environment or telework environment. Some activities may be performed in various indoor and outdoor environments and under varying weather conditions.

Education:

Successful completion of a post-secondary program from a recognized post-secondary education institution or an acceptable* combination of education and experience.

*Acceptable combination is defined as a secondary school diploma and at least three (3) years of experience in the aviation industry related to the position.

Degree equivalency

Experience:

Significant* experience in one of the following areas for a Canadian Air Operator:
- As a manager or supervisor of flight attendants**.
- As an instructor of flight attendants in safety and emergency procedures.
- In the development of an air operator’s flight attendant safety and emergency procedures.

*Significant is defined as having performed complex activities in a wide variety of situations and that it is at least two (2) years of cumulative experience.
**Flight Attendant In-charge experience is not considered as equivalent to manager/supervisor experience.

Asset Qualifications:

1. Experience as a Flight Attendant Manager for a Canadian Air Operator.
2. Experience in the development of training programs in an aviation environment.
3. Experience working with the Aviation Occupational Health and Safety Regulations.
4. Experience working on aircrafts with 50 or less passenger seats.
5. Experience working on aircrafts with more than 50 passenger seats.
6. Experience as a qualified crew member on a transport category aeroplane flying international routes.
7. Experience working with a foreign air operator.
8. Experience on Occupational Health and Safety Committees or as an Occupational Health and Safety Representative, working with the Canada Labour Code - Part II.
9. Experience in conducting hazardous occurrence investigations.
10. Experience in conducting audits or evaluations of compliance.
11. Experience in managing projects.
12. Experience in conducting training and information briefings.
13. Experience in developing or evaluating management systems.
14. Experience in applying risk management concepts and principles.
15. Experience in using a computer for word processing, email, and internet.

Knowledge:
Knowledge of the Aeronautics Act, Canadian Aviation Regulations and the Commercial Air Service Standards pertaining to cabin safety.
Knowledge of flight attendant training programs, training techniques and training devices.
Knowledge of aircraft cabin configurations, systems, and equipment.
Knowledge of flight attendant safety and emergency procedures.
Knowledge of the flight attendant manual and flight attendant training standards.

Ability and willingness to perform activities in an aviation environment where there may be exposure to noise, industrial and chemical hazards, outdoor elements, and dangers associated with aircrafts and vehicles.
Ability and willingness to use various types of personal protective equipment.

Conditions of employment

Secret security clearance.
Possession of a valid provincial or territorial driver’s licence.
Possession of a valid Canadian passport.
Ability and willingness to work overtime, on weekends, and irregular hours, as required.
Ability and willingness to travel extensively and independently, as required.
Ability and willingness to travel regionally, nationally, and internationally, and by using all modes of transportation, as required.
