Participate in reconciliation with Indigenous peoples ! We are seeking innovative, motivated candidates committed to advancing reconciliation. As an Assistant Negotiator or a Policy Analyst you will be:
• working with Indigenous partners in new and innovative ways to collaboratively develop agreements and mandates; and
• engaging with federal partners to explore and advance federal reconciliation initiatives and policy reforms.

The Treaties and Aboriginal Government (TAG) is one of nine sectors in CIRNAC working to fulfill a core mandate that includes renewing the relationship between Canada and Indigenous peoples and support their vision of self-determination. Our work environment is fast-paced, collaborative and supportive, dealing with complex but meaningful issues supporting Indigenous governance and self-determination.

The immediate intent of this selection process is to staff four (4) positions. This process will also be used to create a pool for indeterminate and specified period appointments. A pool of fully or partially candidates will be established to staff similar or identical position at Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) and Indigenous Services Canada (ISC) and with various tenure, location, linguistic profiles, conditions of employment and security requirements.
In support of our strategy to achieve our employment goals for Aboriginal peoples, candidates self-identified as Aboriginal may be assessed first.

EXPERIENCE
STREAMS 1&2
• Experience in preparing documents such as: statistical surveys, qualitative and quantitative studies, research reports, position papers, strategic plans and planning documents, evaluation reports, briefing notes and presentations.
• Experience in developing or supporting the development of strategic papers or options to advance complex* issues.
• Experience in establishing or supporting collaborative partnerships with various stakeholders to advance complex* files.
• Experience in leading or supporting discussions or working groups to advance complex* issues.
* Complex: involves at least two (2) of the following criteria:
- Sensitive
- High profile
- Confidential information
- Multiple stakeholders
- Diverse interests
- Multi-year or multi-phase
Your application will still be considered, even if you do not possess the following asset qualifications:
STREAMS 1&2
• Experience in leading or supporting Memoranda to Cabinet and/or Treasury Board submissions.
• Experience in dealing with litigation-related work, particularly in an Indigenous rights context.
• Experience in negotiating or engaging with Indigenous groups in Canada.
• Experience conducting socioeconomic research and analysis on Indigenous issues or related policies.
• Experience in leading teams or projects.

EDUCATION
STREAM 1 – Assistant Negotiator:
Successful completion of two years of a post-secondary program with acceptable specialization in social science, statistics, library/archival work or a law-related field.
Notes:
1- At the manager’s discretion, an acceptable combination of education, training and/or experience that is comparable to the minimum education stated above, may serve as an alternative. Whenever the minimum educational standard is met through an alternative, it is met only for the position being staffed, and a candidate must be re-assessed for future appointments and deployments if the manager has asked for this alternative.
2- "Social science" includes economics, political science, sociology, anthropology, history, psychology, geography, criminology, and other disciplines associated with social science. “Library/archival work” includes gallery and museum functions.
STREAM 2 – Various Policy Analyst Positions:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology or Statistics.
Notes:
1- Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
