To ensure that Transport Canada’s HR function can provide the services needed to deliver its mandate, the recruitment and development of HR specialists must be carefully supported by a strong structured recruitment and development program.

The Human Resources Advisors Recruitment and Development Program (HRARDP) is designed to recruit, assess, hire and develop PE employees. It leverages the Treasury Board Secretariat’s (TBS) renewed PE Competency Profile and today’s best practices in recruitment. The Program provides formal and informal training, challenging and stimulating work, supportive coaching, and meaningful performance management.

The Program aims at hiring high-potential individuals at the PE-01 or PE 02 group and level and, after completing the Program, appointing them through to the PE-03 working level.

Duties

PE-01
The conduct of research and analysis in support of human resources management activities under the guidance of an experienced human resources management practitioner to acquire human resources management knowledge and skills, and an awareness of the functions and interrelationships of human resources management disciplines.

PE-02
The provision of human resources (HR) management operational and program activities, advice, research and analytical studies, either at a working level with a limited decision making authority or as part of a departmental or agency HM occupational group-PE developmental program, in one or more of the HR disciplines.

PE-03
The provision of expert HR management advice and guidance and the delivery of operational services to an assigned client portfolio; the provision includes the resolution of complex, difficult and sensitive HR management issues, topics and cases in one or more of the HR management disciplines.

Intent of the process

Our immediate priority is to staff two positions in Labour Relations in Moncton, New Brunswick providing front line operational services directly to clients.

We will also be staffing one position in Labour Relations and Staffing (generalist) in Vancouver, British Columbia providing front line operational services directly to clients.

A pool of fully or partially qualified candidates may be established through this process and may be used to staff identical or similar positions with various tenures, various security requirements, and/or various linguistic requirements.

EDUCATION
- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

*Notes:
Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing PE positions and positions in the Office of the Superintendent of Financial Institutions and Indian Oil and Gas Canada that are equivalent to PE positions. This note also applies to persons appointed or deployed, for an indeterminate period, to PE positions after that date as the result of staffing transactions started before October 1, 1999. The positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions are those that meet the Treasury Board definition for the PE occupational group.

- Experience in providing client service in an office environment.

PE-02 & PE-03
- Experience in conducting research, analyzing information and providing recommendations in Human Resources.
- Experience in interpreting and applying legislation and/or policies related to Labour Relations or Staffing.

PE-03
- Significant experience in providing strategic advice to managers on complex Labour Relations or Staffing issues.

ASSET EXPERIENCE
- Experience working in human resources.
- Experience providing advice or support in Staffing. This includes topics such as recruitment, developing assessment tools, conducting assessments and/or human resource planning.
- Experience providing advice or support in Labour Relations. This includes topics such as the interpretation and application of Collective Agreements, Informal Conflict Management, fostering union and employer relationships, Duty to accommodate, disability management, performance management and/or Values and Ethics.
- Experience providing advice or support in Official Languages matters.
- Experience in project management.
- Experience working with an electronic human resource information management system, such as Peoplesoft.
- Experience in preparing and/or delivering training sessions or presentations.

OPERATIONAL REQUIREMENTS
- Ability and willingness to travel, as required. In most cases, travel will be planned in advance and not be required on short notice.
