To avoid situations of conflict of interest and conflict of duties with the goal of upholding the values and ethics of the public sector and the public interest, applicants providing immigration consulting services (both registered and unregistered, paid and/or unpaid), would be required to recuse themselves from these duties for the duration of their employment, should they be appointed to a position within Immigration, Refugees and Citizenship Canada (IRCC). Moreover, prospective appointees who are Regulated Canadian Immigration Consultants (RCICs) would be required to resign from Immigration Consultants of Canada Regulatory Council (ICCRC). Of note, a “leave of absence” from the Regulatory Council does not meet IRCC’s requirement in the matter.
Program Advisors within the Resettlement and Asylum Strategic Operations (RASO) Branch provide analysis and research on program policies and service delivery strategies; implementation of projects, policies and guidelines; and provision of advice and guidance to field operations staff, management, external clients’ organizations, and program stakeholders related to the resettlement and asylum programs. The resettlement and asylum programs support IRCC and the Government of Canada to build a stronger Canada by developing and implementing policies, programs and services that maintain Canada’s humanitarian tradition by protecting refugees and people in need of protection while protecting the health, safety and security of Canadians.
The Resettlement and Asylum Strategic Operations Branch (RASO) provides streamlined functional direction for Refugee Resettlement and Asylum operations. RASO also provides operational advice through strategic and tactical intelligence gathering, coordination, and reporting to ensure operational readiness in light of emerging and evolving domestic and international pressures related to the resettlement and asylum programs.

This process will primarily be used to staff opportunities at the PM-04 level within the Resettlement and Asylum Strategic Operations (RASO) Branch at IRCC. In addition the process may be used to establish a pool of candidates that may be used to staff similar positions at an identical or equivalent group and level with various official language proficiencies, various security profiles, various tenures (Indeterminate, Temporary) using various staffing mechanisms at Immigration, Refugees and Citizenship Canada.

EDUCATION:
Ed1: A secondary school diploma or a combination of education, training and a minimum of two (2) years’ relevant work experience
EXPERIENCE:
E1: Recent* and significant** experience in consulting with internal*** or external**** clients or stakeholders to address issues.
E2: Recent* and significant** experience in gathering and analyzing information from multiple sources (i.e., documentation, reports, internet, articles, legislation, etc.).
E3: Experience in providing strategic advice or recommendations to management.
E4: Recent* and significant** experience participating in working groups, committees or teams.
Recent* experience is defined as experience acquired within the last five (5) years.
Significant** is defined as the depth and breadth of experience normally associated with the full-time performance of the duties for a minimum period of 12 months.
Internal*** clients or stakeholders are defined as working in your organization or Department.
