FLEXIBLE WORK MODE

The intent of this selection process is to staff two positions on an indeterminate basis. A pool of qualified candidates will be established to staff similar positions with various tenures (indeterminate, specified period, acting, secondment or assignment).

ESSENTIAL QUALIFICATIONS - EDUCATION

• Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

An acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above.

(N.B. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.)

Degree equivalency

ESSENTIAL QUALIFICATIONS - COMMON EXPERIENCE FOR ALL POSITIONS:

• Recent*and significant** experience in human resources management
• Experience in managing financial resources, including forecasting expenditures.
• Significant** experience in providing advice and recommendations to senior management (Director and above), stakeholders, project teams or technical staff in the area of information management/information technology (IM/IT).
• Recent* experience in preparing and presenting briefing materials (briefing notes, presentations, etc.) for senior management .

*Recent is defined as an experience having been acquired within the last five (5) years.
**Significant is defined as the depth and breadth of experience normally associated with full-time performance of duties for a period of approximately two (2) years.

ESSENTIAL QUALIFICATIONS - EXPERIENCE FOR IT MANAGER, INFRASTRUCTURE OPERATIONS:

• Experience in developing, implementing and executing information technology (IT) business/operational or strategic plans in one or more of the following fields:
- managing the IT application and computer parks
- managing an IT service center
- development of software aimed at automating operations and database management
- integration of software products

ESSENTIAL QUALIFICATIONS - EXPERIENCE FOR IT MANAGER, ENTERPRISE ARCHITECTURE:

• Experience in developing, implementing and executing information technology (IT) business/operational or strategic plans in one or more of the following fields:
- managing and/or carrying out IT transformation projects, including change management.
- the exploitation of large volumes of data.
- enterprise architecture

ESSENTIAL QUALIFICATIONS - EXPERIENCE FOR IT MANAGER, IT SECURITY:

• Experience in developing, implementing and executing information technology (IT) business/operational or strategic plans in one or more of the following fields:
- leading and supporting multi-disciplinary teams to support enterprise computing and cloud-based infrastructure (e.g., cloud platforms) in the provision, management, storage, operation, scheduling, support and maintenance of the infrastructure.
- leading and supporting multidisciplinary teams in cyber security and putting in place technical and organizational safeguards.
- implementing IT security on complex and distributed systems.

• Bachelor or higher degree from a recognized university in Computer Science, Information Technology, Information Management or another specialty relevant to the position being staffed.

• Experience with Public Services and Procurement Canada (PSPC) and Shared Services Canda (SSC) procurement processes.

ASSET QUALIFICATIONS - EXPERIENCE FOR IT MANAGER, ENTERPRISE ARCHITECTURE:

• Experience with geographic information systems (GIS).
• Experience in Government of Canada (GC) enterprise architecture practice.

ASSET QUALIFICATIONS - EXPERIENCE FOR IT MANAGER, IT SECURITY:

• Experience in managing IT Vulnerability Assessment & Compliance Management function incorporating vulnerability scanning, analysis, prioritization, compliance oversight.
• Experience in managing and/or conducting IT & Cyber Threat analysis & reporting function in support of IT Governance.
• Experience in the development and implementation of IT security policies, procedures, and standards based on Government of Canada (GC), best practices, and compliance requirements.
