The CRTC is an administrative tribunal of approximately 550 employees that operates at arm’s length from the federal government. Canadian telecommunications revenues totaled $53.4 billion in 2020, as Canadians used ever-increasing amounts of data through both broadband Internet access and mobile wireless services. As a result, our work to bring more competition and investment in the marketplace, as well as to ensure Canadians have access to high-quality broadband Internet access and mobile wireless services, are critical to CRTC’s mandate.

Intent of the process

This process will be used to staff the above-mentioned position(s).

FULLY QUALIFIED POOL:

A pool of qualified candidates may be created to staff similar positions within the CRTC with various tenures (indeterminate, acting, specified period, assignment, secondment).

DEPLOYMENT MAY BE CONSIDERED:

Indeterminate employees at the same group and level or equivalent may be considered for deployment first. If no deployment is made for a specific position, applicants from other groups and levels will be considered in the advertised appointment process. EDUCATION AND/OR OCCUPATION CERTIFICATION:

- A degree from a recognized university with specialization in a field relevant to the position.

- Recent* and significant** experience in summarizing AND analyzing complex information from various sources.

ASSET QUALIFICATIONS

EDUCATION:

- Graduation with a master's degree from a recognized post-secondary institution in a field relevant to the position.

EXPERIENCE:

- Experience in developing policy or regulations.
- Experience working in the telecommunications industry.
- Experience in building effective working relationships with external stakeholders OR industry working groups.
- Experience in alternate dispute resolution OR mediation.
- Experience in conducting market studies OR in preparing briefing materials OR in preparing reports on economic or financial issues.
- Experience providing advice on policies or programs related to reconciliation with Indigenous peoples.
- Experience in conducting research OR data collection.
- Experience in leading a team.
- Experience working in a grants and contribution or other funding program.
- Experience in assessing business cases to determine financial viability, including Net Present Value (NPV) and internal rate of return (IRR) analysis.
- Experience in planning, conducting AND reviewing costing analysis based on costing principles and concepts.

KNOWLEDGE:

- Knowledge of indigenous rights, treaties, agreements and negotiations, or the United Nations Declaration on the Rights of Indigenous Peoples.

Screening:

• Screening criteria are established to determine which candidates will qualify for further consideration and assessment. During the screening stage, the screening board will review your application to determine if you meet the essential education and essential experiences. Assessment:

• Managers can use a combination of assessment methods they deem relevant. Some common assessment methods are written exams, interviews, and reference checks.
