Duties

Then this job is for you! Public Services and Procurement Canada is looking for talented individuals to fill several positions immediately.

Senior Project Manager:
Directs and controls all aspects of real property technically significant/major complexity and value projects/programs development and delivery by directing the work of teams in the various phases of initiation, planning, definition, execution and close out to satisfy time, cost, scope and quality requirements consistent with departmental commitments to the client. Oversees the monitoring, review and acceptance of service provider and construction work. This includes resource control, financial management and contract administration for projects/programs of work for federal departments and agencies.

• Provides strategic real property project management services and advice to internal and external clients; advises clients on alternative strategies; and manages client expectations and industry/government relationships
• Manages immediate and long-term resource requirements which includes managing a budget and supervising a team
• Manages the acquisition of professional service providers, manages the review of contract documents and project related documents and the work of contractors with respect to adherence to project/program specifications mandates, and ensures compliance with construction principles, policy requirements and contract regulations.
• Oversees the provision of contract administration, contract specifications and documentation for projects/programs through the various project phases
• Acts as advisor to clients on cost/benefits/risks on project/program delivery and design alternatives; resolves key issues; and provides input to long-term plans ensuring that services conform to standards, procedures and objectives that relate to project management and government contracting.
• Oversees quality assurance and reviews during all phases of service delivery to ensure all objectives of time, costs and quality are being met and satisfy client requirements.
• Directs the development of project/program memoranda, feasibility reports, project briefs, and conceptual and preliminary designs; resourcing strategies, risk management analysis, contingency plans, project/program concepts, designs, implementation plans, cost estimates, budgets and plans and specifications for the planning, design and construction of clients’ real property projects/programs.

EDUCATION
EN-ENG-05 - Engineers:
Graduation with a degree* from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, or some other engineering specialty relevant to the duties of the position.

AR-06 - Architects:
Graduation with a degree* in architecture from a recognized post-secondary institution.

AR-06 - Landscape Architects or Town Planners:
Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in landscape architecture or in urban planning, rural planning, community planning or some other specialty relevant to landscape architect and urban planner positions.

Definitions:
*Unless it is otherwise specified (e.g., Master’s degree), the term “degree” refers to a baccalaureate as established by educational authorities.

Degree equivalency

EXPERIENCE
EX1: Significant* experience in managing complex** real property projects or programs*** related to planning and development or construction of buildings or engineering assets**** or environmental projects such as site assessments. This includes from the planning to the delivery of projects with varying degrees of complexity and magnitude in an environment of competing demands.
EX2: Recent***** experience managing complex** procurement processes and contracts related to real property projects which includes preparing request for proposals or scope definitions and contract management.
EX3: Recent***** experience in leading multi-disciplinary project teams which includes consultants or contractors.
EX4: Experience in providing strategic advice and briefings to senior management, clients, or stakeholders (Director level or higher) including preparing briefing materials.
EX5: Experience within the last five (5) years in managing human resources (which includes supervision, assigning work, and monitoring performance) and financial resources (which includes forecasting, monitoring, and reporting).

Definitions:
* Significant experience is defined as eight (8) years of work experience within the last twelve (12) years and includes managing projects of significant/major complexity and value with a high degree of technical difficulty.
**Complex projects must include 3 or more of the following characteristics: high security, large number of diverse stakeholders requiring specific governance and organized communications, important heritage component, sustainable design, multi-disciplinary consulting team, interrelated dependencies with other projects or programs, alternative form of delivery, or approvals required from Central Authorities (such as Treasury Board or a Board of Directors or equivalent in the private sector).
*** Real property projects or programs include all property asset acquisitions or improvements, including entering into a lease, and doing corrective or betterment work such as fit-up of accommodation space, construction, renovation and characterization, and remediation of a built-work (building, bridge, dam, road, etc.) or on land. They are deemed to include investigation, remediation, design, construction, demolition, disposal and maintenance projects or any project activity related to property assets, land, or space
****Engineering assets are defined as a bridge, dam, wharf or road.
**** Recent experience is defined as having at least 5 years' experience within the last 8 years.

A variety of assessment tools may be used in the assessment of candidates. Some assessments may be conducted remotely, including teleconference or videoconference assessments.

We currently have positions available in the following service lines: National Capital Area Project Delivery (NCAPD), Project Management Service Line (PMSL), Project Management & Delivery (PM&D) and Infrastructure Asset Management (IAM). These service lines are responsible for:

• ensuring project management and project leadership capacity to deliver on department and client programs of work that are complex and/or specialized in nature. The Project Management service line assist with the planning and delivery of a wide range of projects such as real property asset acquisitions or improvements, fit-up of accommodation space, construction, renovation and remediation assets (building, bridge, dam, road, etc.).
• the delivery, leadership, and guidance of major office-related real property projects in the National Capital Area. Its goal is to plan and manage the successful delivery of major projects for Real Property Service’s clients while enabling the Project Management service line to focus on its core project management functions: national oversight, reporting, and Centre of Expertise on behalf of all of Real Property Services.
• managing and operating a wide range of infrastructure assets across the country. This diverse portfolio includes a variety of specialized assets such as the central heating and cooling plants in the NCA (as part of the Energy Services Acquisition Program), various bridges and dams (such as the Alexandra Bridge, Burlington Canal Lift Bridge, etc.), the Esquimalt Graving Dock, and 835 km of the Alaska Highway.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
