On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.
As a manager, you lead on complex files that are multifaceted and sensitive, with impact across multiple organizations. This includes conducting research, holding consultations, and leading on the development of employer policy papers, presentations, and other related briefing materials for senior management. You supervise, coach, and mentor analysts, and collaborate extensively with other Policy Centers to advance people management in an integrated manner. You lead interdepartmental committees and working groups, representing the interests of Treasury Board of Canada Secretariat (TBS), and the Office of the Chief Human Resources Officer.

Our newly renovated building at 219 Laurier Ave W in the downtown core meets the government’s new Workplace 2.0 concept and have Wi-Fi throughout. Employees have access to amenities such as showers, change rooms and secure bicycle storage, allowing them to commute using Ottawa’s bike path system.
The initial intent of this process is to offer one permanent opportunity.
A pool of qualified persons resulting from this process may be created and may be used to fill similar positions with linguistic profiles (bilingual imperative CBC/CBC, bilingual non imperative CBC/CBC) as well as tenures (permanent, temporary) which may vary according to the position being staffed.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.
Note: the courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
OR
An acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.

EXPERIENCE:
- Significant* experience establishing and maintaining collaborative relationships with partners and stakeholders;
- Significant* experience in developing position papers, and providing strategic advice and recommendations, oral and written to senior management** on complex*** issues relating to human resources policies or programs;
- Significant* experience working on a complex*** human resource project or a transformation initiative;
- Experience in managing a team, including: supervising staff, planning and establishing priorities and objectives, coaching team members and assessing performance.
Definitions:
* Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately two (2) years.
** Senior management is defined as EX-02 (or equivalent) and above, or acceptable equivalence in private sectors.
*** Complex is defined as including at least three (3) of the following characteristics:
o multi-disciplinary / or multi-sector;
o sensitive/confidential;
o affecting many partners or stakeholders;
o precedent setting;
o significant media interest; OR
o having a major impact on organization operations, capabilities, or programs.
ASSET QUALIFICATIONS:
- Classification accreditation;
- Change management certification.
ASSET EXPERIENCE:
- Experience in drafting or leading the development of Memoranda to Cabinet, Treasury Board Submissions or other Cabinet materials;
- Experience in researching legislation and jurisprudence;
- Experience in developing and implementing HR strategies, policies or initiatives;
- Experience in developing performance indicators, measures and conducting monitoring activities;
- Experience in user design (to create products that provide meaningful and relevant experiences for users).
Various language requirements
- Bilingual Imperative CBC/CBC - an imperative appointment means that the language requirements of the position must be met at the time of appointment. The proficiency levels are as follows: C (advanced reading comprehension); B (intermediate written expression); and C (advanced oral interaction.)
- Bilingual Non-Imperative CBC/CBC - a non-imperative appointment means that the position can be staffed with a person who agrees to become bilingual through language training at government expense within two years of being appointed to the position.

ORGANIZATIONAL NEEDS:
