Duties

Senior Program Advisors within the Resettlement and Asylum Strategic Operations (RASO) Branch provide recommendations and expert advice to management on program policies and service delivery strategies; develop and support implementation of operational policies, guidelines and programs; provide functional guidance and direction to IRCC’s service delivery networks; develop partnerships and provision of advice and guidance to external clients to help deliver Government of Canada, departmental and sector priorities, long term direction and objectives with respect to legislation, regulatory reviews, programs, emerging issues and developments; related to the resettlement and asylum programs. The resettlement and asylum programs support IRCC and the Government of Canada to build a stronger Canada by developing and implementing policies, programs and services that maintain Canada’s humanitarian tradition by protecting refugees and people in need of protection while protecting the health, safety and security of Canadians.

Work environment

The Resettlement and Asylum Strategic Operations Branch (RASO) provides streamlined functional direction for Refugee Resettlement and Asylum operations. RASO also provides operational advice through strategic and tactical intelligence gathering, coordination, and reporting to ensure operational readiness in light of emerging and evolving domestic and international pressures related to the resettlement and asylum programs.

Intent of the process

This process will primarily be used to staff opportunities at the PM05 level within the Resettlement and Asylum Strategic Operations (RASO) Branch at IRCC. In addition the process may be used to establish a pool of candidates that may be used to staff similar positions at an identical or equivalent group and level with various official language proficiencies, various security profiles, various tenures (Indeterminate, Temporary) using various staffing mechanisms at Immigration, Refugees and Citizenship Canada.

EDUCATION:
Ed1: Graduation with a degree or diploma from a recognized post-secondary institution or an acceptable combination of education, training or experience.*

*An acceptable combination of education, training and/or experience is defined as a secondary school diploma and two (2) years of work experience relevant to the position(s) being filled.

Degree equivalency

EXPERIENCE:
E1: Recent* and significant** experience in providing policy or program guidance in an operations or policy environment.

E2: Recent* and significant** experience in gathering and analyzing information from multiple sources to analyze complex situations and make recommendations to management.***

E3: Significant** experience in preparing reports, briefings, presentations, memoranda or strategic advice for management*** decision.

E4: Significant** experience in coordinating or managing partnerships with internal**** and external***** clients or stakeholders relating to programs or delivery of services.

E5: Recent* experience in participating in a project or working group involving various stakeholders.

Recent* is defined as within the last five (5) years.

Significant** experience will be assessed based on the extent, the complexity and diversity of the work accomplished in the range of files and/or projects that is demonstrated within the full-time performance of the duties for a minimum period of 12 months.

Management*** is defined as Manager level or above.

Internal**** clients or stakeholders are defined as working in your organization or Department.

AE3: Experience in the development and completion of data analysis including intermediate or advanced use of Microsoft Office suite tools or other similar tools to provide recommendations or advice.

AE4: Experience working with Gender Based Analysis (GBA) + analysis.

AE5: Experience with interpretation of the Immigration and Refugee Protection Act (IRPA) to assist in decision making.

AE6: Experience working in IRCC programs such as Immigration, Refugee, Settlement, Citizenship or Passport or any Government of Canada department.
