IRCC’s Internal Financial Controls team is responsible to assess and improve the financial controls embedded within all significant business processes of the Department over a four-year cycle. It must report annually on the results of these assessments to senior management, the Audit Committee and the public though an Annex that is attached to the departmental financial statements. It uses strong and well established practices that were recognized by the Treasury Board Secretariat in its latest Management Accountability Framework (MAF) evaluation of all federal departments !

The team is looking to fill a team leader position at the FI-03 level through various possibilities: indeterminate nomination, deployment, acting. If acting, the selected candidate could be nominated indeterminately to the position following a suitable time period.

- The team is located at 70 Crémazie St. in Gatineau but currently operates remotely and through flexible work arrangements.

Main duties of the position

- Perform the annual risk analysis update on the Department’s significant business processes, including revenues, grants and contributions expenses, salary and non-salary operating expenses, immigrant loans, etc.
- Lead internal financial control assessment projects for business processes included in the annual work plan. Each project involves the preparation of a business process description / flowchart, the identification of key controls, and the design assessment as well as the operating effectiveness testing of these controls.
- Draft reports to business process owners on financial control deficiencies, provide recommendations on how the controls could be improved and obtain management action plans in response to our recommendations.
- Perform periodic follow-ups on the outstanding management action plans, ensuring that they are being implemented on a timely basis.
- Contribute to the annual report on internal controls over financial reporting and the related presentations to senior management and the Audit Committee.
- Provide ad hoc advice and recommendations on draft financial management procedures and guidelines, and on various proposed changes to business processes and controls.

Intent of the process

This process is used to establish a pool of partially- or fully-qualified candidates, which will be used by Immigration, Refugees & Citizenship Canada to staff similar positions at an identical group and level with various linguistic profiles (Bilingual Imperative CBC/CBC, Bilingual Imperative BBB/BBB), various security profiles and various tenures using various staffing activities.

EDUCATION
Ed1. A degree* from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group;
OR
Eligibility** for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).

* The term “degree” refers to a baccalaureate as established by educational authorities.
** The term “Eligibility” means the candidate has met all academic and work experience requirements of the program for a recognized professional accounting designation as outlined by the association.

Degree equivalency

EXPERIENCE
E1. Experience of at least one year in analyzing and documenting financial management processes and procedures, including internal controls;
E2. Experience in providing advice and recommendations to management related to financial management practices and controls;
E3. Experience in the supervision of personnel.

OCCUPATIONAL CERTIFICATION
AEd1. Possession of an accounting designation from a recognized professional accounting association (CPA, CA, CMA or CGA);

EXPERIENCE
AE1. Significant** experience in the auditing (as an auditor) of financial statements using a controls-based approach;
AE2. Experience in working with any of the following software products: SAP, Visio, TeamMate.

**“Significant” experience is defined as the depth and breadth of experience normally associated with the performance of a broad range of activities related to the field of work in question for a period of two (2) years.

OPERATIONAL REQUIREMENTS
Ability and willingness to work overtime as required and in exceptional circumstances.
Ability and willingness to travel as required (in a normal operational context).
