Assessment accommodation

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Duties

If you are passionate about Labour/Employee Relations, there are few work places more interesting to be than the RCMP right now. As our organization works to implement a new collective agreement and develop positive and constructive relationships between management and bargaining agent representatives, this role will put your skills to the test!

The Labour Relations team is relied upon by RCMP Management in Alberta and the Northwest Territories to provide expert advice and guidance at all levels for most employees. This includes employees of the federal public service, Civilian Members as well as Regular Members (Police Officers) of the RCMP.

Labour Relations is responsible for all aspects of the Labour Relations program. Our aim is to foster positive and constructive relationships between management and bargaining agents and their respective representatives.

Labour Relations Advisors provide a range of services to assist and support managers of Regular Members (RMs), Reservists and Civilian Members (CMs) and Public Service Employees (PSEs) including:
• Interpretation of the provisions of the collective agreements;
• Collective agreement grievances;
• Leave management;
• Offering guidance and referrals for other workplace issues such as:
o dispute resolution
o ethics
o performance
o disability management
• Delivering training and information sessions on labour relations management in the divisions;
• Liaising with bargaining agent representatives;
• Misconduct and discipline (PSE only)
• Strike management
• Performance management (PSE only)
• Issues arising from values and ethics, honours and recognition, occupational health and safety, among others.

NOTE: It is anticipated that the Labour Relations team will be returning to the office on a hybrid basis and are likely to be required to participate in some meetings in person. As such, fully virtual working arrangements may not be considered.

Intent of the process

The intent of this process is to primarily staff current and future full-time, indeterminate positions in the Labour Relations unit. The pool of qualified candidates may be used to staff similar positions with various tenures (i.e. permanent or temporary) within the Royal Canadian Mounted Police in Edmonton, Alberta. The pool could be used to offer acting appointments, assignments, secondments or deployments.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology or any other field relevant to the work to be performed.

Notes:
1. Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing PE positions and positions in the Office of the Superintendent of Financial Institutions and Indian Oil and Gas Canada that are equivalent to PE positions. This note also applies to persons appointed or deployed, for an indeterminate period, to PE positions after that date as the result of staffing transactions started before October 1, 1999. The positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions are those that meet the Treasury Board definition for the PE occupational group.
2. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
3. An acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.

Degree equivalency

Recent* and significant** experience in providing strategic advice and guidance to management on complex*** staffing and/or labour/employment relations issues.

*Recent experience is normally acquired by carrying out those duties within the past five (5) years.

**Significant experience refers to the depth and breadth of the experience associated with having performed a wide range of complex tasks normally over a period of two (2) years.

***Complex is defined as having worked on a variety of files or projects that require research, analysis, consultations and consideration from the perspective of applicable legislation, policies and guidelines.
