The Financial Consumer Agency of Canada’s (FCAC’s) mandate is to protect Canadian financial consumers and strengthen financial literacy. The FCAC has established a new Consumer Tools Unit within the Behavioural Finance Lab of the Research, Policy and Education Branch, and is seeking a manager at the RE-06 level to spearhead the unit and lead new and exciting digital projects. This new position reports to the Director, Behavioural Finance Lab and supervises a multi-disciplinary team of professionals (approximately five direct reports).

The Consumer Tools Manager provides leadership, management and technical support for the design, development, testing, introduction and maintenance of direct-to-consumer tools to:

• Promote financial literacy and help consumers build financial resilience in an increasingly digital world;
• Strengthen financial consumers’ knowledge, skills and confidence in financial matters, and their understanding of their financial rights and responsibilities to help them make responsible decisions; and
• Advance evidence-based practices and innovation related to financial tools and calculators to refresh and expand on the FCAC’s existing suite of financial tools.

Work environment

Financial consumer protection is an integral part of the Government of Canada’s oversight of the financial sector. The Financial Consumer Agency of Canada (FCAC) ensures Federally Regulated Financial Entities (FRFEs) comply with consumer protection measures, promotes financial education and raises consumers’ awareness of their rights and responsibilities.

FCAC is a small separate agency subject to the Public Service Employment Act (PSEA). ED: A degree from a post-secondary institution specializing in computer science, information technology, business, data analytics, psychology, social sciences, or another specialization relevant to the position to be staffed OR an acceptable combination of education, experience and/or training.

Degree equivalency

E1. Recent** experience developing digital tools or applications.
E2. Recent** and significant*** experience leading projects with multidisciplinary teams.
E3. Experience in providing strategic advice and recommendations to senior management.

**** Management of Human Resources: Candidates must clearly demonstrate that they have managed and supervised employees, established work plans and performance objectives and assessed performance.

***Significant experience will be evaluated in terms of depth and breadth of activities, complexity and diversity of work performed, and level of autonomy in dealing with these issues normally associated with having performed the duties over the course of approximately 2 years.

EA6. Knowledge of relevant Government of Canada policies such as the Standard on Optimizing Websites and Applications for Mobile Devices, Technical Specifications for the Web and Mobile Presence, Standard on Web Usability, and Policy on Communications and Federal Identity.
