Duties

AUDIT OFFICER - SUMMARY OF DUTIES:

Contributes to the overall integrity of programs through audits of individual, trust, communal and corporate application forms to ensure compliance with the provisions of the Farm Income Protection Act, Income Tax Act, Federal/Provincial Agreements, and program policy.

Provides subject matter expertise to project teams, work groups, colleagues, other areas of the organization, and higher levels of management on complex files, accounting methods, tax requirements, and file combinations.

Develops and modifies audit plans, identifies key risk audit issues, and selects appropriate audit procedures to carry out the audit, with assistance from the Senior Audit Officer on more complex files.

Evaluate audit findings, develop conclusions, and formulate recommendations.

Discuss, negotiate, and explain adjustments of a complex (and/or contentious and/or) technical nature with clients and/or their representatives to arrive at audit conclusions and achieve concurrence with the audit results.

Intent of the process

The immediate intent is to fill three (3) positions in Winnipeg, Manitoba with a Bilingual imperative CBC/CBC and English Essential language profiles.

A pool of candidates may be established and may be used to staff similar positions within Agriculture and Agri-Food Canada (AAFC) on an indeterminate or specified period (e.g. term, acting, or assignment) basis, with various linguistic profiles and various AAFC security clearances.

EDUCATION:

Successful completion of secondary school (high school) or an **acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:

EX1 - Experience in researching, compiling, and analyzing information and/or preparation and drafting of various documentation (e.g. reports, briefings, academic papers, etc.) for communication and meetings purpose.

EX2 - Significant*** experience in communicating verbally and in written complex and detailed information to clients, management, partners and/or internal or external stakeholders.

EX3 - Significant*** experience in accounting, auditing, account verification, processing or similar financial activities.

***Significant is understood to mean that the applicant has performed complex activities related to this task, in a wide variety of situations that have occurred regularly over at least a one year period.

EDUCATION:

AE1 - Successful completion of 6 months or more of a post-secondary program**** with acceptable specialization in Accounting, Financial Management or a finance related field.

****A Post-secondary program is defined as having a specific curriculum with multiple courses that result in either a certificate or diploma being issued upon successful completion or 30 credit hours (10 courses) in the Accounting, Financial Management or a finance related field at an accredited post-secondary institution.

Degree equivalency

EXPERIENCE:

AEX1 - Experience working with AgriStability and AgriInvest Business Risk Management programs.
AEX2 - Experience working in the agricultural field or knowledge of farming-related practices and terminology.
