The Policy on COVID-19 Vaccination for the Core Public Administration (CPA) Including the Royal Canadian Mounted Police will be suspended as of June 20, 2022. Federal employees of the CPA will no longer be required to be vaccinated as a condition of employment. This follows a review of the current public health situation, notably the evolution of the virus and vaccination rates in Canada.
Further to changes made to the Public Service Employment Act (PSEA) to address systemic barriers for equity-seeking groups in public service staffing, permanent residents now have the same preference as Canadian citizens when appointments are made through external advertised hiring processes. → Financial Analyst (FI-01) Role:
Reporting to a Senior Financial Analyst/Team Leader (FI-02), our Financial Analysts play an important role in supporting the Financial Services Clerks (CR-04) in our teams as well as our clients. They conduct financial analysis and research, using many different systems, and propose solutions. They become financial subject matter experts and are called upon to solve problems. They provide advice and guidance to their colleagues and clients. They verify financial transactions and exercise delegated signing authority.

→ National Accounts Receivable (NAR):
This selection process is for the NAR team located in Moncton, NB. We are a team of approximately 30 finance professionals with positions ranging from the CR-04 (Clerk) level to FI-04 (Director) level. We have been growing over the last few years and currently have 12 positions at the FI-01 level!
NAR provides financial services to a wide range of clients located across Canada: Labour program, Service Canada Centres, Passport offices, Employment Insurance, Canada Pension Plan, Old Age Security, Canada Student Loans Program, etc.
Our primary focus is the management of accounts receivables, but don’t be fooled; our work is complex and dynamic because each of our program clients have unique needs and circumstances. Our clients have different program systems/interfaces and are subject to varying legislation, which makes our work challenging. NAR is responsible for the receivables of the entire ESDC portfolio (valued at over $4B), including repayable loans, grants & contributions, penalties, program overpayments, etc.
We collaborate and work closely with various stakeholders, both internal and external to ESDC. For example, our partners at the Canada Revenue Agency handle the collections aspect of our accounts receivables. We also work closely with Public Services and Procurement Canada (PSPC). The Imaging and Receiver General Operations Directorate at PSPC helps us with various bill payment and banking solutions, including a large cheque processing and imaging facility in Matane, QC. And of course, we work closely with many other CFOB teams located across the country.

→ Chief Financial Officer Branch (CFOB): CFOB employs over one thousand (1,000) employees across the country, approx. 50% of which are in the FI (Financial Management) Group. This branch supports the CFO’s portfolio which includes all aspects of financial management and stewardship with an annual expenditure base of over $170B. The CFO is also responsible for real property and accommodations, procurement and asset management, project governance, and financial management systems.

A written examination (take home or in-person) may be administered.
An interview (virtual or in-person) may be administered.
For candidates that have recent TBS Performance Agreements, a copy of these may be requested and used as a support tool for the evaluation of certain competencies.
Reference checks may be sought.
Written communication may be assessed through your pre-screening questionnaire responses, your résumé, and through written correspondence (email) or written exam.
A variety of assessment tools may be used (online evaluation, written examination, the dependability competency will be evaluated throughout the selection process. Public Service Commission tests, interview and/or reference checks).
You must meet all ESSENTIAL qualifications in order to be appointed to a position. Other qualifications or organizational needs may be a deciding factor in choosing persons to be appointed, depending on the requirements of the specific positions being staffed.
Please note that achieving the pass mark on any of the assessments used does not necessarily mean you will move forward in the selection process. Management may decide to use a score that is higher than the pass mark on any of the evaluations used throughout the selection process.
