Context / working environment:

In support of RCMP Operations spanning Alberta, Saskatchewan, Manitoba, Northwest Territories and Nunavut, including Depot (the national cadet training facility), the RCMP’s Northwest Corporate Management Branch (NW-CMB) is accountable for the corporate functions of: Procurement and Contracting, Materiel Management, Real Property, Fleet Management, Finance, Business Systems, and Organizational Business Integration. To successfully perform these functions, NW-CMB employees are required to actively engage with a diverse range of external and internal clients to understand and be responsive to their needs and take ownership of their roles and responsibilities. The work environment is demanding, often changing and unpredictable, therefore, NW-CMB employees are required to be professional, flexible, innovative, progressive and positive agents of change in order to achieve superior RCMP results and value for Canadians.

NW Procurement and Contracting:

NW Procurement and Contracting is accountable for robustly providing the functional and sustainable delivery of the Procurement and Contracting program for the Northwest Region. The program area spans a broad portfolio including procuring and contracting for: construction and architecture & engineering, major equipment, movable assets, and an extremely diverse complement of goods and services all in support of a diverse client base.

The Position:

As a senior procurement officer, the incumbent provides procurement and contracting subject matter expertise in collaboration with a wide range of colleagues and stakeholders to ensure procurement actions are performed upholding the highest standards of stewardship all the while being responsive to clients so they are equipped to perform their functions in a timely and effective manner.

Intent of the process

This process will be used to staff a minimum of two (2) positions on a permanent basis.

A qualified pool of candidates may be established and may be used to staff similar positions on a term and/or permanent basis within the Royal Canadian Mounted Police. The pool could be used to offer acting appointments, assignments, secondments or deployments.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Information regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

A secondary school diploma or an acceptable combination of education, training and/or experience.

Degree equivalency

Significant (*1) and recent (*2) experience in procurement or project management, on medium to high complexity (*3) procurements.
Significant (*1) and recent (*2) experience in the preparation and finalization of procurement documents such as: Statements of Work (SOW), Basis of Payment, Evaluation Criteria, Instructions to bidders
Significant (*1) and recent (*2) experience working directly and collaboratively with clients and other stakeholders to facilitate and streamline the procurement process.
Recent (*2) experience mobilizing people including coaching and mentoring others in a professional office environment;

*1 - Significant experience is defined as a primary function of the candidate’s responsibilities over a two (2) year consecutive period
*2 - Recent experience is defined as within the last five (5) years
*3 – Medium to high complexity is defined as having at least one (1) of the following attributes: high-profile or sensitive, multi-stakeholder, dollar value ($500K or more), high risk project (e.g. scope, security, emergency), multi-year, multi-phased.

Graduation with a diploma or degree from a recognized post-secondary institution in a field related to the duties of the position (e.g., Business Administration, Supply Chain Management, Commerce/Management).

Successful completion of the Certification Program for the Federal Government Procurement and Material Management Communities (if partially completed, identify level and courses achieved).

Degree equivalency

Significant (*1) and recent (*2) experience in one or more areas of Government procurement or project management on medium to high complexity (*3) procurements.
Recent (*2) experience in various modules of the SAP software as they pertain to Procurement.
Recent (*2) experience in other related corporate functions, e.g., finance, materiel management, systems, and asset management.
Recent (*2) experience in conducting bid evaluations and negotiating.
Recent (*2) experience in managing contracts.
Recent (*2) experience in procurement or project management in at least one or more of, but not limited to, the following fields:
• IT Systems Integration / Major IT projects
• Software
• Hardware
