Duties

Reporting to the Director of Programs & Evaluation Team in the System Operations Business Unit, the Technical Specialist works with the Emergency Management & Security Team in the Field Operations Business Unit. The Technical Specialist will identify and assess risks associated with emergency management of CER-regulated facilities and activities, develop plans to mitigate identified risks, alter plans as necessary, and drive continual improvement. This role leads and shapes approaches to improving performance of regulated companies and industry as a whole, and facilitates building and maintaining relationships with strategic stakeholders.

Specific tasks of this role include:
• Management of the Emergency Management compliance program including maintaining the risk-based compliance planning tool, developing the annual compliance verification plan, monitoring the completion of compliance activities, assessing data for trends, adjusting the compliance plan throughout the year.
• Fostering a cohesive environment that provides for the efficient exchange of knowledge and experience among the Emergency Management & Security Team.
• Collaborating with other compliance program managers to identify and share issues between disciplines and identify synergies and promote consistency among programs.
• Process Advisor for assigned processes, including communicating with and involving users and stakeholders in process management, developing on-the-ground instructions, process measures and tools needed to deliver the process, and training process users on their roles in delivering the process.
• Providing technical expertise and process advice (e.g. on the use of compliance tools and approaches) to the Emergency Management & Security Team.
• Teaching and coaching others to acquire the knowledge and skills they need to competently fulfill and progress in technical roles, and providing Emergency Management expert advice regarding the CER’s regulatory oversight.
• Supporting regulatory changes, or updates to regulatory framework, as appropriate.

Education: Graduation from a recognized university with a degree in emergency management, engineering, physical, biological, or environmental sciences, process safety, or other discipline related to the requirements of the position.

Experience:

E1 Experience developing emergency management programs, or conducting regulatory oversight of emergency management programs, demonstrated by approximately 3-5 years’ experience where a significant portion of job duties involved these activities.

E2 Experience using risk methods and data analysis to inform planning, process improvements and other decision making.

E3 Experience presenting technical analysis and advice orally and in written formats to different levels of leadership.

E4 Experience coaching and mentoring others on complex regulatory compliance issues.

E5 Experience documenting and improving work processes and procedures.

As per the new CER Policy on COVID-19 Vaccination, all employees of the CER must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

2. The CER has a classification system that differs from the greater public service. This NEB-11 position is similar to an EN-ENG-04 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

3. Salary: Effective 1 November 2021, NEB-11, $109,692 to $133,457 (subject to revision)

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis for employees who reside within the daily commuting distance of Calgary (150 km)
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments
