Work environment

🐟 Resource Management, Aquaculture and Aboriginal Affairs is a branch of the Regional Fisheries Management Directorate whose mandate is to conserve and protect marine resources to ensure their sustainable use and the economic prosperity of the marine fisheries and aquaculture sectors in Quebec, including Northern Quebec. Senior Regional Officers are involved in resource management and aquaculture. The main activities are:

• Implementation of the fisheries management cycle, including fisheries management, monitoring and monitoring measures;
• Management of contribution programs to fund the adoption of clean technologies in fisheries and aquaculture as well as the removal of ghost gear from the marine environment;
• Coordination of aquaculture files and the Canadian Shellfish Sanitation Program;
• Interpretation of laws, regulations, policies and directives applicable to fisheries management;
• Contribution of fisheries management to the development of the network of marine protected areas as well as to the implementation of the Species at Risk Act;
• Implementation of the regional work plan of the Sustainable Fisheries Framework including fisheries monitoring policy, recovery plans and various initiatives related to sustainable fisheries;
• Collaboration on several fisheries management files with the Regional Science Directorate, the Fonds des pêches du Québec, the Regional Ecosystems Directorate, the Government of Quebec, headquarters and other DFO regions.

The intent of the process is to create a pool of qualified candidates to be used to fill one or more CO-02 positions with various profiles and different tenures within the Department of Fisheries and Oceans Canada.

EDUCATION
Degree from a recognized post-secondary educational institution, with acceptable specialization in a field relevant to the functions of the position such as biology, ecology, aquatic or natural resource management, economics, business, business administration, or regional development.

NOTES:
1- Indeterminate incumbents of positions in the CO group on June 21, 2021, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CO group.

2- At the manager’s discretion, an acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.

Degree equivalency

EXPERIENCE:
Experience in coordinating working groups, projects, programs or initiatives.

Experience in providing strategic recommendations to senior management on complex* issues relating to programs, policies, governance or sustainable resource management.

* Complex means at least one (1) of the following characteristics: involvement of multiple partners or stakeholders, impact on a community/organization/economic sector, potential for significant socio-economic outcome, or other similar characteristics.

Experience in consulting or collaborating or maintaining relationships with various partners such as federal and provincial departments and agencies, Indigenous organizations and external clients.

Experience in drafting various documents (proposals, position papers, briefing notes, action plans, management plans or similar documents).

POLICY ON THE COVID-19 VACCINATION FOR THE CORE PUBLIC ADMINISTRATION INCLUDING THE ROYAL CANADIAN MOUNTED POLICE

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
