On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

Education:
-Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Note:
-Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
Experience:
-Significant* experience providing Information Technology (IT) services in an operational and multi-client environment;
DEFINITION:
*Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately three (3) years as a CS 04 or equivalent or above.
-Experience in leading the development of enterprise projects and strategies;
-Experience in providing advice, recommendations and briefing to senior management (Director General level or equivalent and above) on complex Information Management (IM)/IT issues;
-Experience establishing and maintaining effective working relationship and collaborating with stakeholders such as central agencies, other federal departments, other levels of government or non-government organizations;
-Experience leading large teams**;
DEFINITION:
**Large teams is defined as being a team of approximately 15 employees.
-Experience in leading large IM/IT projects or initiatives***
DEFINITION:
***Large IM/IT projects or initiatives are defined as multi-dimensional, involving many stakeholders with competing requirements and with inherent and emerging risks, sensitivities and impacts requiring a holistic approach to decision making with a budget of more than $1 million.
-Experience in managing human**** and financial***** resources.
DEFINITIONS:
****Some examples of managing human resources may include: implementing HR strategies to ensure workforce capacity to meet operational needs, establishing vision, priorities, work plans, establishing work objectives and performance indicators to measure results; conducting performance management through provision of feedback, conducting performance assessments and management of non-performers; determining training and development needs to support talent management. You must indicate the number of subordinates you supervised.
****Some examples of managing financial resources may include: full delegation of a budget for 2 complete fiscal cycles, resource management and forecasting, planning, budget allocation, tracking expenditures, reporting, etc. You must indicate the size of the budget you managed directly.
Asset Qualifications:
Experience:
-Experience in planning and managing the acquisition, installation, configuration, maintenance, testing, monitoring and support of an IT project (over $1M);
-Experience in leading Business process changes;
-Experience in leading and transforming a large IT organization;
-Experience related to developing funding proposals, business cases (including cost-benefit analysis), strategies and actions plans for senior management approval, that address current and planned business imperatives;
-Experience in contract management;
-Experience using Project Management methodologies such as but not limited to Stage Gate, Agile, etc.
