The following is a non-exhaustive list of duties the position is expected to fulfill:
• Leads and coordinates the Indigenous Services Canada (ISC) First Nations and Inuit Health Branch (FNIHB) response to emergency/crisis events including monitoring and anticipating the evolution of incidents, coordinating FNIHB internal activities with the Public Health Agency of Canada (PHAC) Health Portfolio, federal, provincial and First Nations partners.
• Prepares and provides briefings, Situation Reports (Sit Reps) and presentations to senior leadership with timely information on Emergency Management (EM) information, data and updates.
• Provides strategic policy advice and direction to senior management on health emergency management files and trends.
• Leads efforts to support First Nation partner’s (communities, organizations and tribal councils) efforts at enhancing their EM capacity including training and tabletop exercises.

The position is situated within the Public Health Directorate at Indigenous Services Canada - First Nations and Inuit Health Branch in Winnipeg, Manitoba The position leads, coordinates and provides health emergency management and crisis management/prevention as well as providing recommendations to executive/senior management and support to First Nation partners throughout the province of Manitoba (63 First Nations communities and several tribal councils). The position reports to the Director of Public Health and will provide oversight to a PM-04 level position. The position has the authority to fund Health Emergency Management (HEM) initiatives and the latitude to reallocate HEM resources to meet new or emerging HEM priorities.
The position will be a combination of office and field work and will require travel to remote/isolated First Nation communities in Manitoba on a regular basis, and sometimes on short-notice, by vehicle over rough roads, by float or small plane, by boat or helicopter.
This process will be used to staff one indeterminate position.
A pool of qualified candidates may be established and may be used to staff similar positions at this group and level with various language requirements (English Essential or Bilingual Imperative), various security requirements, various conditions of employment as well as various tenures (acting, assignment/secondment, deployment, term and/or indeterminate) within Crown-Indigenous Relations and Northern Affairs Canada and Indigenous Services Canada.

Education:
Secondary school diploma or acceptable combination of education training or experience relevant to the position(s) being staffed.
Experience:
- Significant* and recent** experience in providing advice and recommendations to management on complex issues***.
* Significant is defined as the depth and breadth of experience normally associated with having performed a broad range of complex activities for a period of at least one (1) year.
** Recent is defined as the last two (2) years.
*** By complex is meant as providing advice and recommendations in at least one (1) of the following areas: involvement of multiple partners or stakeholders, impact on a community, potential for media coverage, or other similar characteristics.
- Experience in networking and consulting with various internal or external stakeholders including First Nation organizations and communities.
- Experience in emergency planning, preparedness and response to health emergency events (e.g., events leading to mass illness, injury or casualties, suicide clusters, overdose crisis, etc.)
- Experience providing mentoring and training.

Asset Qualifications
Education:
Successful completion of formal training or qualifications in emergency management i.e. Emergency Operations Centre, Incident Command System or other related courses.
Experience:
- Experience in leading a multi-disciplinary team to deliver an initiative, project or program.
- Experience in the development of integrated plans or tabletop exercises or facilitating incident debriefings to First Nation organizations and communities.
- Experience working with or managing grant and contribution programs.

- Willing and able to work overtime when required and with short notice.
