On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. The Acquired Services and Assets Sector within the Office of the Comptroller General is looking for an experienced analyst in its Real Property Policy Operations Division. This position will allow you to gain experience in policy development, implementation, and interpretation. The incumbent will be responsible for providing ongoing policy and practice advice and recommendations to departments and TBS program sectors, as well as finalizing approvals, and supporting the transition activities of departments to the new Policy on the Planning and Management of Investments and the Directive on the Management of Real Property.
Additional positions may reflect a variety of duties within the real property functional community.

Your résumé.
Education:
- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
- Candidates must always have a university degree. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
Experience:
- Significant* experience in research and analysis to develop policy or program positions;
- Significant* experience in providing strategic advice and briefing to Senior Management** (both verbal and written) on complex*** issues;
- Significant* experience representing an organization’s interests on interdepartmental committees or teams and working collaboratively with multiple stakeholders;
- Experience working in one or more of the following:
• Real Property functional community;
• Corporate Real Estate;
• Related Field such as engineering, architecture, urban planning, construction project management, property transactions / brokerage, facility management, property operations, appraisal, or finance.
- Significant* is defined as the depth and breadth of experience normally associated with the performance of those duties for a period of approximately three (3) years.
- Senior management** is defined as Director General level or equivalent and above.
- Complex*** issues are defined as having at least two (2) of the following characteristics: multidimensional, affecting many partners or stakeholders, or having a major impact on service or program delivery in fulfilment of department or government priorities.

Asset Qualifications - Education:

Asset Qualifications - Certifications or Professional Accreditations:
- Professional Accreditation: P.Eng, ing., Eng. OAA, OAQ, RICS, AACI or other related professional accreditation;
- Real Estate Certifications: CMCP, CFM, MCR, QPCR, SIOR, or other related certification;
- Project Management: PMP; Prince2; MSP; or other related certifications.
Asset Qualifications - Experience:
- Experience working in a TBS Policy or Program Sector;
- Experience working in a Central Agency (i.e., Treasury Board Secretariat, Finance Canada, Privy Council Office);
- Experience in organizational design or transformation.
Organizational Needs:
- Treasury Board Secretariat employees affected by workforce adjustment may be appointed before persons employed by other government organizations;

Secret security clearance - A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:
• criminal record checks
• reference checks
• previous employment
• open source checks
• credit/financial status
For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete.
