📣 About the Change Management and Communications Division
The Change Management and Communications Division (CM&C) helps ESDC technology leaders navigate the “people side” of government IT transformation. We are a multi-disciplinary team of specialists in communications, business analysis, and adult learning, who work together to provide:
• Project and organizational change management assessments, strategies and plans;
• Internal communications and intranet management;
• Event planning and stakeholder engagement support;
• Workplace training and learning; and
• UX research, analytics and behaviour measurement.

In recent years, the pace of IT and IT-related business change needed to support ESDC accelerated dramatically. Our portfolio of projects is massive, including moving ESDC to the cloud (e.g., M365), modernization of major programs, like CPP, OAS, and EI, organizational restructuring, transitions to flexible seating and hybrid work, and more.

CM&C is part of the Innovation, Information and Technology Branch, which is powered by the innovative thinking of over 2,500 professionals who strive to provide efficient, reliable and secure information and technology services to Employment and Social Development Canada offices from coast to coast to coast. Duties

📣 About the Job
CM&C is seeking to fill multiple AS-05 Senior Advisor positions:
• Stream 1: Senior Advisor, Communications : Reporting to the Manager of Employee Engagement (EE), the Senior Advisor (Communications) leads EE’s most complex files, including communications and event support for the Office of the Chief Information Officer (OCIO): managing branch communications vehicles and channels; and supporting internal IT clients with communications plans, products and initiatives.
• Stream 2: Senior Advisor, Change Management: Reporting to the Manager of Business Change Management (BCM), Senior Advisors (Change Management) are responsible for leading a portfolio of complex, enterprise-wide change management initiatives, including their planning, strategy, and execution, working directly with IT and business leadership. The Senior Advisor is typically filled by very experienced change managers and/or less experienced change managers who have demonstrated results and the potential for public service leadership.

Education
• Completed postsecondary education program or an equivalent acceptable combination of education, training and work experience* (see Degree equivalency for more information).

Degree equivalency

Experience
• Significant and recent experience providing strategic advice to senior management on enterprise change management or communications initiatives (significant and recent experience is defined as a primary, full-time job responsibility for at least approximately two of the past four years).
• Significant and recent experience managing stakeholder or client relationships.

STREAM 1 (Communications)
• Significant experience drafting and editing professional communications* (professional communications are defined as products provided within an organizational or client-service provider setting).

STREAM 2 (Change Management)
• Significant experience leading the implementation of change management activities in support of organizational initiatives, such as but not limited to: change management readiness assessments, impact assessments, stakeholder analysis, change management and communications plans, training plans, and resistance management plans and strategies.
• Experience drafting briefing notes, memoranda, or other corporate documents for senior management.

📋 Assessment
