Duties

As the manager, you will be responsible for providing strategic advice and guidance to federal departments and agencies on hiring Indigenous talent. This includes providing tailored support and staffing solutions to hiring managers and human resources specialists, raising awareness about employment-related challenges faced by Indigenous Peoples, advising on how to conduct inclusive and culturally sensitive recruitment processes, and engaging with associations, community-based organizations, or field partners.

You will lead the team to develop tailored recruitment tools to support the hiring of Indigenous Peoples and run two programs, the Indigenous Student Employment Opportunity and the Indigenous Career Pathway.

You will provide opportunities for the team to keep abreast of employment-related trends impacting Indigenous Peoples; conduct consultations to examine the needs of job seekers; and recommend measures to implement to optimize public service hiring. You and the team will represent the PSC on various learning events, committees, networks and working groups as they relate to talent acquisition and recruitment to promote, contribute to or recommend initiatives in support of Indigenous employment.

You will report to the Director of Inclusive Recruitment and Business Enablement and work closely with its partners from the Diversity and Inclusion Center of Expertise as well as the Continuous Improvement and Business Enablement Centre of Expertise.

Work environment

The National Recruitment Directorate (NRD) is part of a large sector that offers integrated, professional recruitment and assessment services. We play a key role in supporting the mandate of the Public Service Commission (PSC) through five offices located across the country, as we develop, manage and implement talent products, administer a variety of assessments, lead recruitment outreach activities and build recruitment partnerships through the representation of the PSC at regional federal councils, functional communities and communities of practice.

The Indigenous Center of expertise (ICoE) leverages data and evidence to make decisions to support the development and implementation of innovative and inclusive recruitment programs, services and tools with a government-wide impact, for Indigenous Peoples. The ICoE fosters relationships with regional Indigenous organizations to attract more Indigenous candidates and to explore the creation of joint specific recruitment initiatives.

While we are temporarily teleworking, the functions of the position can be carried out from any of the PSC's offices located in Halifax, Montreal, Toronto, Vancouver, or Gatineau. Intent of the process

The intent of this selection process is to staff one (1) indeterminate position.

A pool of (fully or partially) qualified candidates may be established to staff identical or similar positions at the Public Service Commission of Canada with various tenures (permanent or temporary), various bilingual linguistic profiles, various security requirements, various conditions of employment and for various locations.

A telework arrangement could be considered from anywhere in Canada however you might be required to report back to the PSC’s offices of Toronto, ON, Gatineau, QC, Montreal, QC, Vancouver, BC and Halifax, NS on an ad hoc basis. Should the telework agreement come to an end, you will be required to report to and work onsite from the PSC’s offices of Toronto, ON, Gatineau, QC, Montreal, QC, Vancouver, BC and Halifax, NS.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

Important information for candidates who do not possess a degree:
As an alternative to the education requirement described above, we will consider an acceptable combination of education, training and/or experience, that is comparable to a degree. For this position, we will accept at a minimum, one year of post-secondary studies in a field related to the work to be performed and 10 years of experience related to the work to be performed.

Degree equivalency

EXPERIENCE:
Three (3) years of experience in providing advice and guidance to management on recruitment, talent acquisition or staffing.
Three (3) years of experience working on initiatives, projects, programs or large files in support of Indigenous Peoples and/or Canada’s reconciliation with Indigenous Peoples.
Experience supervising, coaching or mentoring junior personnel.

Note: The linguistic profile of the position to be staffed is bilingual imperative CBC/CBC (French and English), however a non-imperative appointment may be considered. ASSET EXPERIENCE:
These qualifications are not essential, however, we can use them to select candidates for assessment or appointment:
