Assessment accommodation

In the context of the COVID-19 pandemic, employees are working mainly remotely from home, with the possibility of working in the office on an ad hoc or regular basis for those who wish to do so. The Agency is currently working collaboratively with employees and key partners to define the future IAAC hybrid model.

The Impact Assessment Agency of Canada is a federal body accountable to the Minister of Environment and Climate Change. The Agency delivers high-quality impact assessments that contribute to informed decision making on major projects in support of sustainable development. The Agency, through its delivery of impact assessments, serves Canadians by looking at both positive and negative environmental, economic, social, and health impacts of potential projects. Among its many responsibilities, the Agency:

• leads and manages the impact assessment process for all federally designated major projects;
• leads Crown engagement and serves as the single point of contact for consultation and engagement with Indigenous peoples during impact assessments for designated projects;
• provides opportunities and funding to support public participation in impact assessments.

The Agency is looking for several professionals to help it achieve its objectives.

Intent of the process

The immediate need is to staff a position on a determinate or indeterminate basis at the headquarters office in Ottawa and a position in our Prairie and Northern regional office.

A pool of qualified people resulting from this process will be created and will be used to fill similar positions in other offices whose linguistic profile (English essential, French essential, bilingual imperative BBB/BBB, bilingual imperative CBC/CBC) as well as the duration (indeterminate, transfer, acting, assignment, secondment, fixed period) could vary according to the position.

EDUCATION:
- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Note : Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

EXPERIENCE*:
Relevant experience* in research and analysis in one or all the following areas:

- Assessment of the social, economic, environmental or health impacts of major economic development projects, including those related to natural resource exploitation and infrastructure construction;
- Assessment of impacts on the rights of Canada's Indigenous peoples in relation to the implementation of economic development projects, including those related to natural resource exploitation and infrastructure construction or the establishment of government policies or programs;
- Governance or socio-economic development of Indigenous peoples in Canada.

*Experience will be assessed with a portfolio. The candidate must provide along with their application a maximum of three documents of which they are the main author and which demonstrate relevant experience in the fields mentioned. The portfolio can include publications in peer-reviewed journals, research notes or reports, or academic work (essays, chapters from a research paper or a thesis, etc.). - Experience in negotiating or implementing treaties with Indigenous people.

- Experience in developing and maintaining relationships with several government and non-government partners, such as Indigenous Peoples.

- Experience in writing documents, such as briefing notes, reports or management documents to inform decision-making.

- Experience working in a multidisciplinary team.

- Experience in research and analysis using qualitative methods in social sciences and content analysis software.

- Relevant public policy experience**.

** Experience may have been acquired through research, program or policy development and implementation, or work performed in non-government organizations, volunteer organizations, public administrations, and businesses, consulting firms, think tanks or educational institutions.

Candidates must meet all the essential qualifications to be appointed to a position. You may be assessed using a variety of assessment tools, such as, but not limited to: standardized tests, written exams, interviews, simulation exercises, reference checks, recent and past performance evaluations, self-assessments, candidate achievement record, etc.

Please note that your overall conduct and communications, including email correspondence, throughout the entire process may be used in the assessment of qualifications and competencies.

A top-down screening approach may be undertaken. Applicants who meet the essential experience criteria may be ranked according to the depth and breadth of experience they possess. Only the top ranking candidates may be invited to the assessment phase of the process. Asset criteria may also be applied at any stage in the process, including but not limited to the screening stage.

A cut-off score may also be used at any stage of assessment.

LEAVE/ABSENCES DURING THIS SELECTION PROCESS: It is the responsibility of the candidate to notify the Departmental contact of any pre-approved leave throughout the duration of the process in order to facilitate scheduling of evaluations.
