Due to the COVID-19 Pandemic, some employees of Indigenous Services Canada are currently working remotely. The department is actively working on a flexible, phased approach for the safe return of employees to their usual workspaces. Therefore, this opportunity may initially be a remote working opportunity. When it is deemed safe to return to the workplace, the opportunity will be in an Indigenous Services Canada office located in Winnipeg, Manitoba.

Intent of the process

This process will be used to establish a pool of qualified candidates.

It may also be used to staff similar positions with various tenures (Deployment, Assignment, Secondment, Acting, Term or Indeterminate) within Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) in different locations with various language profiles and requirements (bilingual imperative BBB/BBB or CBC/CBC or English Essential) and various security requirements (reliability or secret).

By default, and in the interest of the greater public service, pools created as a result of staffing processes at ISC may be shared with other government departments.

EDUCATION:
• ED1 - Successful completion of two (2) years of an acceptable post-secondary educational program in any field relevant to the work to be performed OR an acceptable combination* of education, training and experience.

*An acceptable combination is defined as:
A secondary school diploma and at least two (2) years of relevant work experience in at least one of the essential experience criteria listed below or on-the-job training.

Degree equivalency

EXPERIENCE:
• E1 - Experience in negotiating and consulting with internal clients, external clients and/or stakeholders.

• E2 - Experience in drafting various documents such as correspondence, briefings note, etc. for the use of management.

• E3 - Experience providing advice or guidance to management and/or external clients in regards to program delivery for a minimum period of two years.

• E4 - Experience in financial management.

• AE2 - Experience in preparing, executing and managing First Nation Funding Agreements.

OPERATIONAL REQUIREMENTS:
• Willing and able to work overtime as required.
• Willing and able to transport equipment and must be capable of lifting approx 12 kg (e.g. laptops, printers, projectors).

Conditions of employment

CONDITIONS OF EMPLOYMENT:
• Reliability Status security clearance
• Willing and able to travel within Manitoba and Canada, to remote locations on small planes, watercraft or vehicle in some adverse road and weather conditions.
• Willing and able to travel independently or in a group, with the potential overnight stays away from home.
• Maintain a valid driver’s license.
