On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. The initial intent of this process is to offer a few indeterminate positions.
A pool of qualified persons resulting from this process MAY be created and MAY be used to fill similar positions with linguistic profiles (bilingual imperative CBC/CBC and bilingual non imperative CBC/CBC) as well as tenures (indeterminate, deployment, specified period) which may vary according to the position being staffed.

Education:
- Graduation with a degree from a recognized university.
Experiences:
- Significant* experience in planning, conducting and reporting of assurance and/or advisory engagements;
- Significant* experience leading debriefings and providing strategic advice to senior management**;
- Significant* experience in managing human*** and financial resources****;
*Significant is defined as the breadth and depth of experience normally associated with having performed a broad range of specific and related work over a period of at least three (3) years.
**Senior management is defined as the executive level.
***Managing human resources may include the following activities: leading employees and their work, establishing vision and priorities, establishing work plans and performance objectives, planning workforce needs, evaluating performance and developing training plans. Applicants must also indicate the number of employees they have managed.
****Managing financial resources may include the following activities: managing a budget, allocation of financial resources, financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.

- Possession of a professional certification from a recognized international association in an area related to audit (e.g., CIA, CGAP or CISA);
- Possession of a recognized Canadian professional accounting designation (CPA).
Experiences:
- Significant* experience leading teams through all parts, including planning, conduct and reporting, of multiple audit engagements, in alignment with the Institute of Internal Auditor’s International Professional Practices Framework;
- Experience in developing multi-year Risk-Based internal Audit Plans;
- Experience in leading or managing internal audit projects.
*Significant is defined as the breadth and depth of experience normally associated with having performed a broad range of specific and related work over a period of at least three (3) years.

-Treasury Board Secretariat employees affected by workforce adjustment may be appointed before persons employed by other government organizations;
-In support of achieving a diverse workforce, consideration may be given to candidates self-identifying as belonging to one of the following Employment Equity groups: Aboriginal peoples, persons with disabilities, members of visible minorities, and women.
Operational Requirements:
- Must be willing and able to work remotely, in an office and/or travel when required;
- Willingness to work overtime as required.
Secret security clearance - A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:
• criminal record checks
• reference checks
• previous employment
• open source checks
• credit/financial status
For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete. All employees of the core public administration are required to be fully vaccinated against COVID-19 and attest to their vaccination status unless accommodated based on a medical contraindication, religion, or another prohibited ground for discrimination as defined under the Canadian Human Rights Act.

If this process is for an acting appointment, the Public Service Employment Regulations allow a federal government organization to exclude an appointee from having the official language proficiency indicated in the job advertisement.
