Duties

The Executive Director is a senior manager of the Administrative Tribunals Support Service of Canada (ATSSC), a small department established in 2014 to provide support services and facilities to twelve federal administrative tribunals, including the Federal Public Sector Labour Relations and Employment Board (FPSLREB). The Executive Director leads the ATSSC Secretariat that provides legal, registry, communications and other program services to the FPSLREB. For its part, the FPSLREB administers the collective bargaining and grievance adjudication systems in the federal public service and in Parliament, and it resolves staffing complaints related to internal appointments and layoffs in the federal public service. The Executive Director ensures the Secretariat provides excellent support services to the FPSLREB as well as collaborates with ATSSC colleagues on the overall direction of the ATSSC. The Executive Director reports to the Deputy Chief Administrator of the ATSSC who in turn reports to the Chief Administrator.

Intent of the process

The intent of this process is to consider first candidates who self-declare as belonging to one or more of the following employment equity designated groups: Aboriginal persons and persons with disabilities. Should there not be a sufficient amount of applicants, other candidates would be considered.

The intent of this process is to create a pool of partially qualified candidates to fill EX-03 positions within ATSSC. All other federal organizations listed in Schedules I, IV and V of the Financial Administration Act (FAA) may use this selection process to appoint a candidate to a similar position within their organization.

Graduation with a degree from a recognized post-secondary institution

Degree equivalency

EXPERIENCE

EXP 1 - Significant* experience dealing with complex** issues of labour relations, industrial relations, or employment law, including employment-related human rights law, or other directly related matters.

EXP 2 - Significant* experience in providing strategic advice or support to senior officials. ***

EXP 3 - Experience in managing human resources. ****

EXP 4 - Experience in managing financial resources. *****

* Significant is defined as having the depth and breadth of experience normally associated with having performed a broad range of various related activities which would have been acquired over at least 5 years.

** Complex issues are defined as being highly technical, novel, multidimensional, precedent-setting or that could have a major impact on the organization or stakeholders.

*** Senior officials are individuals in higher ranks of an organization and could include Tribunal Chairpersons or Vice-Chairpersons, Deputy Ministers, Assistant Deputy Ministers, Presidents, Vice-presidents, Chief Negotiators, Senior General Counsels or similar equivalent.

**** Managing human resources is defined as directing or overseeing people/staff, including employee performance management, workload management, leading and directing teams through the setting of priorities and work activities. Applicants must indicate the number of staff reporting to them, as well as the length of time during which they managed these individuals.

***** Managing financial resources is defined as being accountable for a budget, which would include the responsibility for financial planning, forecasting and reporting. Applicants must indicate the size of the budget they managed, as well as the length of time during which they managed these resources.
