We are looking for a passionate and experienced public affairs leader who values teamwork, respect, fun, and problem-solving.
Indigenous Services Canada (ISC) works collaboratively with partners to improve access to high quality services and distinctions-based (First Nations, Inuit and Métis ) approaches to address the socio-economic conditions in their communities. In parallel, the department works with Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) and other departments on capacity building to bring control of and jurisdiction for service delivery back to Indigenous communities.
As a senior member of the Communications and Public Affairs team, you will lead the provision of a full range of public affairs activities (i.e., media relations, speech writing, issues and crisis management, ministerial announcements and public environment monitoring) to support both ISC and CIRNAC and their Ministers. You will work with a team of communications professionals to develop integrated media strategies, plans, and messages and to plan, coordinate, prepare communication materials and logistics related to Ministerial announcements and events.
The process may be used to staff similar positions with Indigenous Services Canada and Crown-Indigenous Relations and Northern Affairs Canada with various language requirements and profiles, and in various locations in Canada.
All federal organizations listed in the Schedules I, IV and V of the Financial Administration Act (FAA) may use this selection process to staff similar positions in their organization.

EXPERIENCE
Recent* and significant** experience in developing and implementing strategic communications advice and strategies for high priority organizational initiatives.
Recent* and significant** experience providing communications advice to senior executives*** and/or ministerial staff on complex and/or horizontal departmental files and issues.
Recent* and significant** experience in managing a communications team related to at least two of the following critical communications functions:
1) Writing and editing services, translation
2) Public environment analysis and data analytics
3) Issues management/Crisis communications
4) Media relations
5) Ministerial services/event planning
Experience in managing human**** and financial***** resources.
NOTES:
*Recent experience is defined as having been acquired within the last five (5) years.
**Significant experience is defined as the depth and breadth of experience normally associated with having performed a broad range of activities related to the work, which is normally acquired over a period of at least two (2) years.
***Senior executives generally refer to someone at the DG, ADM, or DM level in the public sector or at the V- or C-levels in the private sector.
****Some examples of managing human resources may include: supervising staff, establishing a vision, priorities, work plans or establishing work objectives, conducting performance assessments and feedback, approving training, demonstration of experience in managing various service delivery and resources allocation frameworks. Applicants must also indicate the number of staff they have supervised.
*****Some examples of managing financial resources may include: full delegation for a budget, being responsible for financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.

EXPERIENCE
Significant* and recent** experience in managing a communications team related to at some of the following critical communications functions:
1) Strategic communications
2) Web services
3) National advertising/marketing campaigns
4) Creative services
5) Social media
6) Consultation, stakeholder relations and outreach
7) Digital communications
Experience in developing and maintaining effective working relations with a variety of internal and external partners such as federal departments/agencies, central agencies, other levels of government, Indigenous organizations and media.
Experience leading a transformation/change initiative.
