Duties: Manager, Reporting, Analytics & Data, Supervision and Enforcement Branch
The Manager of the Reporting, Analytics and Data team provides leadership for the Branch data analytics function to enable the timely detection, prediction, and response to compliance issues, and to contribute to the development of data-driven practices for the ongoing modernization of the Financial Consumer Agency of Canada’s (FCAC) supervisory program.
The Manager leads a team of professionals and specialist and establishes operational priorities and plans for the team, promotes best practices relative to data analytics and data management and develops the capability of the team contributing to the modernization of FCAC’s supervisory program. The Manager collaborates with others across FCAC on projects and initiatives where data can be leveraged to provide insight and inform compliance matters and seeks out opportunities to advance FCAC’s capability in this space.
Duties: Manager, Policy Lab, Research, Policy and Education Branch:
The Policy Lab leads the development and implementation of the Agency's strategic policy function by providing policy advice, research and analysis to advance financial consumer protection and financial resilience for financial consumers.
The Manager of the Policy Lab is in charge of leading policy innovation, novel policy approaches, and recommending policy responses to emerging financial issues. This position contributes to advancing evidence-based approaches for innovative policy research, and ensuring effective collaboration with colleagues across the Agency, government, and internationally to advance financial consumer protection.
The Manager supports strategic policy development and analyses on emerging issues in financial consumer protection including but not limited to open banking, fintech, and payments.
Duties: Manager, Strategic Policy, Research, Policy and Education Branch:
The Manager of the Strategic Policy team provides functional day-to-day oversight to designated policy resources, ensuring the appropriate guidance in policy development, research, analysis, recommendations, and implementation for review by the Director, Deputy Commissioner and Commissioner.
The Manager ensures findings are appropriately and objectively supported and documented by strong empirical frameworks and evidence, and that recommendations are consistent with FCAC’s mandate. This position provides expertise, input and strategic advice on emerging market conduct and consumer protection issues within the financial services sector in Canada by leading research, outreach and initiatives.
Financial consumer protection is an integral part of the Government of Canada’s oversight of the financial sector. The Financial Consumer Agency of Canada (FCAC) ensures Federally Regulated Financial Entities (FRFEs) comply with consumer protection measures, promotes financial education and raises consumers’ awareness of their rights and responsibilities.
FCAC is a small separate agency subject to the Public Service Employment Act (PSEA). We have our own unique classification system (RE and REX) with relevant equivalences noted above and we offer the same pension as the core public administration. A degree from a post-secondary institution specializing in engineering, information technology, computer science, data analytics, or another relevant field OR an acceptable combination of education, experience and/or training.
EDUCATION for the Manager, Policy Lab & Manager, Strategic Policy positions:
A degree from a post-secondary institution specializing in business, economics, public policy or another relevant field OR an acceptable combination of education, experience and/or training.
ALL POSITIONS:
• Experience in providing strategic advice and recommendations to senior management;
• Experience developing and maintaining strategic relationships with multiple stakeholders*; and,
• Recent** experience in the management of human resources***.
*Stakeholders are defined as but not limited to: industry partners, internal or external clients, industries and other departments or agencies (private or public).
**Recent experience is defined as experience acquired over the last two (2) years.
*** Management of Human Resources: Candidates must clearly demonstrate that they have managed and supervised employees, established work plans and performance objectives and assessed performance.
EXPERIENCE for the Manager, Reporting, Analytics & Data position only:
• Significant* experience developing risk assessment models and operationalizing risk metrics to inform regulatory/supervisory activities; and,
• Recent** and significant* experience in analyzing and interpreting financial sector data to respond to compliance issues/matters.
*Significant experience will be evaluated in terms of depth and breadth of activities, complexity and diversity of work performed, and level of autonomy in dealing with these issues normally associated with having performed the duties over the course of approximately 2 years.
**Recent experience is defined as having acquired the experience within the last 3 years.
EXPERIENCE for the Manager, Policy Lab position only:
• Experience with data gathering and analysis methods, for the compilation of research, reporting and presentation of research findings;
• Experience with interdepartmental and interjurisdictional collaboration and engagement; and,
• Experience in developing, leading and implementing evidence-based policies.
EXPERIENCE for the Manager, Strategic Policy position only:
• Experience in leading and developing research frameworks and initiatives; and,
• Experience in developing, leading and implementing evidence-based policy.
Asset qualifications - Manager, Reporting and Analytics and Data:
• Experience working with risk management, audit or data management principles;
• Experience in working with international body standards in a regulatory environment;
• Experience working with machine learning and artificial intelligence solutions relevant to the management of regulatory compliance; and,
• Experience using data and analytics programming languages such as: SQL, Python, Scala, C#, Spark or related technologies.
Asset Qualifications - Manager, Policy Lab and Manager, Strategic Policy:
• Experience managing complex data sets to inform evidence-based decision-making in a regulatory environment;
• Experience in policy development related to the digitalization of finance, open banking, and payments systems;
• Experience with financial consumer protection issues and matters of interest within the financial services market;

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service and asked separate agencies to implement policies mirroring the requirements announced for the rest of the public service.
As per the new FCAC Policy on COVID-19 Vaccination, employees must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.
The intent and preference is to staff positions on a bilingual imperative basis at the CBC/CBC level. However, in exceptional situations and depending on the position to be staffed, the Agency may use this process to appoint on a non-imperative basis if there are not enough qualified bilingual candidates.
This selection process may be used to establish a pool of qualified candidates, which could be used to staff similar or identical positions with various linguistic profiles and requirements, security profiles and tenures. Should a candidate not fully meet the essential criteria of a position at the RE-06 group/level, they could be considered for appointment to a similar position at the RE-05 group/level.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
