Assessment accommodation

Duties

• Plan and coordinate with internal and external partners and stakeholders; tasks could include setting the agendas, developing materials, leading discussions, developing work plans and delivering reports on key outcomes.
• Address diverse requests from internal and external partners and clients including senior management, other government departments, the fishing industry, Indigenous groups, environmental organizations and the general public.
• Lead the development and implementation of management plans for commercial and recreational fisheries in a manner consistent with regulatory and policy frameworks.
• Provide advice and recommendations to senior management on a variety of issues related to fisheries management, including harvest strategies, rebuilding plans, policy interpretation, and licensing decisions.
• Assist in developing and implementing programs, policies, procedures and legislation related to fisheries management and other marine activities.
• Work collaboratively and consult with internal and external partners and stakeholders.

Work environment

Located on the shores of the Bedford Basin in Dartmouth Nova Scotia, the Bedford Institute of Oceanography – also known as BIO - is a Canadian centre for oceanographic research. BIO provides advice and support on ocean issues including safe navigation, offshore energy development, sustainable fishing, climate change, and protecting marine biodiversity and aquatic species at risk. This process may also be used to staff positions in Area Offices located in Southwest Nova Scotia, Eastern Nova Scotia, and Southwest New Brunswick within the DFO Maritimes Region.

Intent of the process

The intent for this anticipatory process is to establish a pool of qualified candidates for Regional Senior Fisheries Management Officer, Commerce Level II (CO-02) positions in the Resource Management and Licensing Division, Fisheries Management Branch, Fisheries and Oceans Canada, Maritimes Region. These anticipatory positions will be staffed in Dartmouth, Nova Scotia, and/or Area Offices within the DFO Maritimes Region, on a temporary or permanent basis.

EDUCATION
- The minimum education requirement is:
• Graduation with a degree from a recognized post-secondary institution with an acceptable specialization in a field relevant to the duties of the position.

Notes:
1. Indeterminate incumbents of positions in the CO group on June 21, 2021, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CO group.
2. At the manager’s discretion, an acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.

Degree equivalency

EXPERIENCE
• Significant* experience leading the implementation of complex programs or projects (* Significant is generally viewed as a minimum of five years work experience, but may be lower depending on an individual’s degree of experience leading complex programs or projects)
• Experience analyzing complex issues and providing strategic advice to senior management in support of decision making
• Experience participating in multi-disciplinary teams or working groups
• Experience consulting, engaging or collaborating with external groups. This can include, but is not limited to consultation, engagement or collaboration with Indigenous groups, key industry stakeholders, or other relevant levels of government

*AMENDMENT* - Suspension of vaccination requirement
Effective June 20, 2022 the vaccination requirement for the Core Public Administration (CPA), including the RCMP, will be suspended. As of that date, employees of the CPA will no longer be required to be vaccinated as a condition of employment.
