Intent of the process

What will the process be used for?

Stream 1: Salmon Rebuilding
The Department is looking to staff multiple positions to support Salmon Rebuilding Planning work within the Fisheries Management Unit. This work involves facilitating and coordinating major projects and meetings to aide in the development of Rebuilding Plans for multiple salmon populations. The positions will be working closely with other programs in the department including the Pacific Salmon Strategy Initiative, Science, Habitat Restoration and Salmonid Enhancement. The roles are best suited for self-starters who will take the initiative to develop and implement plans from start to finish.

Stream 2: Salmon Management and Client Services Harvest Transformation
The Salmon Management and Client Services team co-ordinates the planning and implementation of Pacific Salmon fisheries across the Pacific Region. Under the Pacific Salmon Strategy Initiative, the team will lead new initiatives to modernize and stabilize commercial salmon fisheries, with a focus on conservation priorities and enhancing transparency. The expected outcome of this work is the development of new programs and data management tools that support future commercial salmon fisheries, guided by extensive engagement with external partners and other teams within the Department.

Stream 3: Reconciliation Salmon Management:
As a member of a developing ‘Reconciliation Hub’ within Fisheries Management Branch - this role will support salmon-related reconciliation priorities, by providing on-going subject matter expertise specifically in the context of developing and implementing operationally feasible and regionally consistent approaches for the negotiation and implementation of treaty and reconciliation agreements and reconciliation approaches.

Stream 4: Aquaculture Management
The Aquaculture Management Division (AMD) is responsible for regulating the aquaculture industry in British Columbia and issues licences for marine finfish, shellfish and freshwater (or land-based) operations. AMD works closely with the aquaculture industry, Indigenous communities, and Federal and Provincial regulatory bodies to manage potential risks to the health of wild and farmed salmon, and shellfish safety. Other priority work includes working with the Province of B.C. and Indigenous communities to create a responsible plan to transition open-net pen salmon farming in coastal B.C. waters and implement an area based management approach to aquaculture. Responsibilities in the role may include preparing scenario notes/ briefing notes to support senior management meetings, consultation with Indigenous peoples and stakeholders, policy and analytical support for implementing the Minister’s mandate commitment to transition net pen aquaculture in coastal B.C., and to deliver aquaculture priorities within the Department.

A pool of qualified candidates will be established and may be used to staff similar positions in different locations.

• Significant experience providing strategic advice and recommendations on program or policy issues.
• Significant experience interpreting and applying legislation and policies.

PM-05 positions
• Experience consulting with Indigenous or environmental groups

CO-02 positions
• Significant experience with consultations or collaboration initiatives in the development or delivery of programs or services related to environmental issues or Indigenous interests.
• Significant experience leading multistakeholder working groups (Multistakeholder meaning 3 or more of the listed groups: Indigenous communities, academic institutions, government departments/organizations; industry, non-governmental organizations or the general public)
• Significant experience synthesizing qualitative and quantitative information and developing options and/or recommendations for senior management.
• Significant experience in the preparation of briefings (written and oral), reports, presentations or correspondence for senior management.

PM-05 positions:
For relevant experience factors above, significant experience is defined as depth and breadth of experience normally associated with the performance of the duties for a period of approximately 1 year on a full-time basis.

CO-02 positions:
For relevant experience factors above, significant experience is required and is defined as depth and breadth of experience normally associated with the performance of the duties for a period of approximately 2 years on a full-time basis.
