Assessment accommodation

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Work environment

In support of RCMP Operations spanning Alberta, Saskatchewan, Manitoba, Northwest Territories and Nunavut, including Depot (the national cadet training facility), the RCMP’s Northwest Corporate Management Branch (NW-CMB) is accountable for the corporate functions of: Procurement and Contracting, Materiel Management, Real Property, Fleet Management, Finance, Business Systems, and Organizational Business Integration. To successfully perform these functions, NW-CMB employees are required to actively engage with a diverse range of external and internal clients to understand and be responsive to their needs and take ownership of their roles and responsibilities. The work environment is demanding, often changing and unpredictable, therefore, NW-CMB employees are required to be professional, flexible, innovative, progressive and positive agents of change in order to achieve superior RCMP results and value for Canadians.

Intent of the process

This process will initially be used to staff one (1) position on a permanent basis.

A qualified pool of candidates may be established and may be used to staff similar positions on a term and/or permanent basis within the Royal Canadian Mounted Police. The pool could be used to offer acting appointments, assignments, secondments or deployments.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:

Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, aeronautical engineering, geological engineering, naval architecture or some other engineering specialty relevant to the duties of the position.

Degree equivalency

Experience:

*Recent and significant documented experience in reviewing drawings and specifications for buildings classified under National Building Code of Canada (NBCC) Parts 3 and 9 as well as the National Fire Code of Canada (NFCC) or the equivalent provincial fire code.

*Recent and significant experience in conducting site inspections to ensure compliance of existing and/or new construction to the NBCC and NFCC or their provincial equivalents.

*Recent and significant experience providing consultations on fire protection issues in buildings and facilities with respect to the NBCC and NFCC or their provincial equivalents.

*Recent and significant experience is defined as at least 3 years’ experience within the past 5 years with that experience being in Canada and in relation to buildings.

Asset Qualifications

Education:

Degree in Fire Protection Engineering from a recognized post- secondary institution.

Membership in a Provincial Professional Engineering Association within Alberta, Saskatchewan or Manitoba.

Degree equivalency

Experience:

Recent experience in reviewing Alternative Solutions to NBCC or NFCC requirements as found in NBCC Division C Part 2 or NFCC Division C Part 2 provided by a fire protection engineer.

Recent experience in developing and presenting training on fire protection concepts with reference to the NBCC and NFCC or their provincial equivalents.

*Recent and significant experience in the preparation of technical standards or policy reports for an organization with respect to fire protection in buildings.

**Experience in conducting plan reviews and inspection reports.

*Recent and significant experience is defined as at least 3 years’ experience within the past 5 years with that experience being in Canada and in relation to buildings.

** Three (3) separate plan reviews and three (3) separate inspection reports must be provided at the time of interview. Each should identify the building code, classification of the building and the approximate size of the building. The submissions must clearly identify what plan review and inspection services were provided and the approximate dates these services were provided.

Knowledge:

Knowledge of the different discipline requirements between Building, Fire Codes and the applicability of architectural, structural, mechanical and electrical requirements for each.

Extensive knowledge of the National Building Code of Canada (NBCC), National Fire Code of Canada (NFCC), National Farm Building Code of Canada (NFBCC) and their Referenced Standards including Canadian Standards Association (CSA), National Fire Protection Association (NFPA) and Underwriters Laboratories Canada (ULC) with respect to fire protection.

Knowledge of the latest trends in Real Property related to Fire Protection.

Knowledge of Building and Fire Codes, Referenced Standards and their relationships

Abilities and Skills:

Ability to communicate effectively both orally and in writing.
Ability to work well under pressure, set priorities and meet urgent deadlines.
Ability to write technical analysis reports and to provide recommendations and advice.
