Duties

Policy Analyst:
• Lead engagement and partnership/relationship development with indigenous groups and stakeholders.
• Lead the development of strategic documents, manage key issues, interpret programs and legislation.
• Engage with industry stakeholders and other government departments on a wide variety of issues.
• Undertake long-term policy development files.

Program Policy Analyst:
• Conduct research and analysis of current and proposed transportation programs and related policies to provide advice and options to departmental / interdepartmental senior advisors and managers.
• Administer more complex grant and contribution agreements, memoranda of understanding and public-private partnerships arrangements to ensure compliance with terms of agreements.
• Draft briefing and communications material.
• Participate in inter/intra-departmental committees, working groups or task forces with other TC groups, other federal departments and external stakeholders.
• Liaise with program managers regarding program design, planning and reporting.

The Oceans Protection Plan at Transport Canada is looking for talented and motivated Program Policy Analysts to join our team, providing the opportunity to work in various areas such as: legislation and regulations; transfer payment programs; policy analysis; engagement and indigenous relations.

The Oceans Protection Plan launched in 2016 with a $1.5B program – the largest investment ever made to protect our coasts and waterways. Budget 2022 provides an additional $2.0 billion over 9 years to OPP. As we embark on the next phase of the Oceans Protection Plan, we are looking for talented and motivated Policy Analyst and Program Policy Analyst to fill a variety of positions at the EC-05 level.

Intent of the process

A pool of qualified candidates will be established and used to staff positions in Vancouver (BC), Victoria (BC) and Ottawa (ON) and could be used to staff similar positions with various linguistic profiles and tenures in Transport Canada.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE

• Experience in conducting research and analysis related to social or economic issues.
• Experience in providing advice and recommendations to senior management* based on evidence.
• Experience working with a wide variety of parties or partners in the public or private sectors.
• Experience in preparing strategic decision-making documents, such as reports, slide decks, Cabinet or other documents.

*Senior management is defined as Director-level or equivalent and above.
