Assessments may be conducted in any order and at any phase of the process:
• A variety of evaluation tools, methods and assessment timelines may be used throughout the process, including, but not limited to, standardized tests (ex: EPSI), exams, pre-recorded video interviews, interviews, reviews of past performance and accomplishments, etc.
• If you are successful in a pool, references may be contacted informally;
• Your first official language (English or French - the official language in which you are generally more proficient) will be assessed.

We may also request the following information in any order, at any phase of the process:
• Security clearance Information, if applicable;
• Proof of education, including Canadian equivalency;
• Second Language Evaluation (SLE) results, if applicable.

All of the information collected during the selection process, including behaviour and communication, from the time of application until the end of the process, may be used to evaluate candidates.

Intent of the process

The intent of the process is to establish a pool of qualified candidates who could be appointed to vacant positions in the Communications Branch at Infrastructure Canada. There are two streams in this process: Stream 1 - Senior Communications Advisor + Stream 2 - Senior Communications Advisor - Web.

In addition, a pool of qualified candidates MAY be created and MAY be used to fill similar positions with various linguistic profiles (Bilingual Imperative CBC/CBC, Bilingual Non-Imperative CBC/CBC if Employment Equity as an Organizational need is invoked for the appointment), tenures and/or security requirements, within all federal organizations listed in Appendices I, IV and V of the Financial Administration Act.

EDUCATION
ED1: A degree from a recognized post-secondary institution.

NOTE:
1. Based on their education, training and/or experience, indeterminate incumbents of positions in the IS classification are deemed to meet the minimum education standard whenever a bachelor's degree without specialization is called for in a position classified as IS.

2. At the manager's discretion, an acceptable combination of education, training and/or experience, may serve as an alternative to the minimum education standard.

EXPERIENCE

BOTH STREAMS :
EX1: Significant* experience in providing communications advice to management and/or clients on complex** files.

EX2: Experience in developing and implementing communications plans or strategies to support programs, services or organizational objectives.

STREAM 1 ONLY:
EX3: Significant* experience in developing and writing communication products, such as, but not limited to: news releases, backgrounders, questions and answers, key messages, promotional content, outreach products, speaking notes, briefing material, media lines, social media and/or digital content (including website content, graphics and video).

STREAM 2 ONLY:
EX4: Significant* experience coordinating website publishing (such as, but not limited to: working with various partners in the development of website content and strategies, liaising with IT professionals, overseeing website publishing).

DEFINITIONS:
* Significant experience is defined as the depth and breadth and complexity of responsibilities normally associated with having performed a broad range of related activities in the field of communications over a period three (3) years.

** Complex issues are defined as having one or more of the following characteristics: involving horizontal collaboration; involving multiple players; sensitive in nature; with competing interests; requiring considerations or management of risk.
