Work environment

The Labour Program’s Federal Mediation and Conciliation Service (FMCS) provides dispute resolution and relationship development assistance to trade unions and employers under the jurisdiction of the Canada Labour Code (Code). As an Industrial Relations Analyst, you will join the team of the Dispute Resolution Services at the National Headquarters and play an important role in the administration of the dispute resolution provisions of Part I of the Code.

In this role, you will be in regular contact with employer and union representatives who submit different types of requests (e.g. arbitration, conciliation, mediation), as well with conciliation officers/mediators working in our regional offices in the management of files under your responsibility. In addition, you will provide advice and recommendations to senior management related to the administration of files.

Presently, the official location (designated workplace*) of the positons to be staffed is 165 de L’Hotel de Ville (Place du Portage, Phase II)in the National Capital Region (NCR). However, due to the COVID-19 pandemic, the Labour Program employees are required to work remotely from home. When an eventual return to the workplace will be possible, there may be, at the manager’s discretion or based on operational requirements, a continued option or requirement to work from a different ESDC/Service Canada Office location or from an employee’s residence located in Canada. Therefore, individuals who believe they meet the listed essential qualifications of the position, regardless of where they live or work, are encouraged to apply.

Persons are entitled to participate in the appointment process in the official language of their choice.

The Essential Qualifications and Asset Qualifications may be assessed using various methods of evaluation including, but not limited to, interviews, written exams, PSC tests, reference checking, simulation exercises, and role plays.

Please note that asset qualifications, top-down and/or random selection may be used to identify which applications will be given further consideration.

The essential qualifications that are listed in the statement of merit criteria are mandatory. Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. A cut-off score or a top-down approach may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs.

Applicants may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. In the event that there are as many applicants who meet the essential qualifications as there are vacancies, the manager may decide not to assess some or all of the asset qualifications.
