The Impact Assessment Agency of Canada is a federal body accountable to the Minister of Environment and Climate Change. The Agency delivers high-quality impact assessments that contribute to informed decision making on major projects in support of sustainable development. The Agency, through its delivery of impact assessments, serves Canadians by looking at both positive and negative environmental, economic, social, and health impacts of potential projects. Among its many responsibilities, the Agency:

• leads and manages the impact assessment process for all federally designated major projects;
• leads Crown engagement and serves as the single point of contact for consultation and engagement with Indigenous peoples during impact assessments for designated projects;
• provides opportunities and funding to support public participation in impact assessments.

The Agency is looking for several professionals to help it achieve its objectives.

Intent of the process

The immediate need is to fill a position on a term or indeterminate basis in our Quebec City regional office with a linguistic profile of Bilingual Imperative BBB/BBB.

A pool of qualified individuals resulting from this process will be created and used to fill similar positions in other offices whose linguistic profile (English or French essential, English essential, bilingual imperative BBB/BBB, bilingual imperative CBC/CBC) as well as the duration (indeterminate, deployment, acting, assignment, secondment, term) could vary depending on the position.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Remark : Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
EX1 - A minimum of 3 years’ experience* conducting consultations with Canada’s Indigenous peoples, or conducting research, analysis or projects addressing issues of interest to the Indigenous peoples of Canada.

EX2 - Experience in providing strategic advice and recommendations on complex issues** to decision-makers.

EX3 - Experience writing documents (analytical papers, technical, briefing, presentations, notes, reports) on complex issues** related to environmental, social, economic or health issues.

EX4 - Experience in establishing and maintaining effective collaborations with representatives external to your organization.

* The experience must be acquired over a total of 3 years, not necessarily successive.
** Complex issues are defined as issues with cross-cutting and multi-dimensional aspects (e.g., science, technology, society, economic and political contexts, stakeholder perspectives).

OPERATIONAL REQUIREMENTS:
- Availability and willingness to travel when required.
