Duties

These positions provide environmental expertise, analysis, regulatory auditing and/or compliance monitoring, advice, and training on a diverse range of environmental aspects related to the SCH Program to SCH staff and Harbour Authorities in order to meet departmental environmental objectives and to continuously improve SCH’s environmental performance.

Work environment

Small Craft Harbours (SCH) is a nationwide program of the Department of Fisheries and Oceans, which operates and maintains a network of harbours in support of the needs of the commercial fishing industry. The mandate of SCH is to keep the harbours that are critical to the fishing industry open and in good repair. The program is delivered in cooperation with Harbour Authorities (local not-for-profit organizations) who manage the harbours.

Intent of the process

STREAM 1: Environmental Evaluations and Assessment
STREAM 2: Contaminated Sites Management

The immediate need is to staff one position from Stream 2, Contaminated Sites Management, in Moncton, NB, on a permanent basis. For Stream 1, Environmental Evaluations and Assessment, it is anticipated that positions will be staffed in various locations in New Brunswick, Nova Scotia and Prince Edward Island when vacancies become available.

For both Streams 1 and 2, a pool of qualified candidates will also be created and may be used to staff identical or similar positions within Fisheries and Oceans Canada.

EDUCATION
Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in environmental science and/or engineering or another discipline relevant to the position.

EXPERIENCE

BOTH STREAMS
• Significant* experience in providing advice and guidance to project/program management and stakeholders on the application of environmental assessments and/or contaminated sites assessment and remediation policies, practices and procedures.
• Significant* experience in the management of financial resources including cost estimating, budget tracking, cost control and reporting in relation to environmental projects/programs.
• Significant* experience consulting or collaborating with stakeholders, such as clients, members of the public, other departments or agencies, or other levels of government.

*Significant experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of complex activities related to the task, which are normally acquired over a period of at least three (3) years.

EXPERIENCE

STREAM 1: Environmental Evaluations and Assessment
• Significant* experience conducting and/or managing environmental impact assessments, environmental studies, projects or programs related to: impact assessment, regulatory compliance and/or associated permitting requirements in accordance with various legislated Acts. (These may include the Canadian Environmental Assessment Act (CEAA) or the Impact Assessment Act; Fisheries Act; Canadian Environmental Protection Act (CEPA); Oceans Act; Canadian Navigable Waters Act; Canadian Wildlife Act; Species at Risk Act; and, any other federal and provincial environmental legislation).

EXPERIENCE

STREAM 2: Contaminated Sites Management
• Significant* experience conducting and/or managing environmental projects and/or programs related to Contaminated Site Assessment and Remediation. This experience may include phased environmental site assessments, ecological and human health risk assessment, remediation, environmental risk management, and/or environmental long-term care and maintenance.

*Significant experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of complex activities related to the task, which are normally acquired over a period of at least three (3) years.

• Knowledge of federal environmental legislation and regulations, guidelines, policies and best practices specific to identified disciplinary streams.

• Knowledge of the fundamental principles of the Crown's obligations with regard to Indigenous consultations for construction and infrastructure projects.

• Experience completing and supervising Indigenous consultations or traditional knowledge studies.
• Experience with construction and civil infrastructure rehabilitation projects in marine and coastal environments.
• Experience with Environment and Climate Change Canada (ECCC) Disposal at Sea regulatory requirements.
• Experience completing and supervising biological sampling studies in support of Fish and Fish Habitat assessments.
• Experience completing and supervising Fish Habitat compensation projects.
• Experience conducting environmental audits.
• Experience with regulatory requirements related to Storage Tanks for fuel and waste oil.
• Experience preparing and implementing environmental management plans.

Conditions of employment

Reliability Status security clearance

• Willing and able to travel, including travel to remote locations by various modes of transportation (e.g. small and large aircraft, all-terrain vehicles, boats, helicopter, etc.).
