Duties

This position is primarily responsible for ensuring that the team is functioning efficiently and is responding adequately to client needs; providing oversight in management of best practices in business analysis and/or project management. Providing advice and recommendations to the senior management on the efficient and effective use of technology solutions and business procedures.

The HR Systems team within Strategic Directions and Management Services (SDMS) supports myEMS PeopleSoft based on EDSC's specific requirements. EDSC is the first department to implement PeopleSoft 9.2 and has therefore been able to take full advantage of the latest Oracle tools and modules. We take pride in responding and analyzing requirements from different sources in order to deliver services to our managers and employees via our different HR Systems and in supporting the Human Resources Services Branch to modernize digitally its operations.

Our team’s approach is based on the agile methodology that allows development of tailored solution in an iterative approach.

The HR Systems team is a dedicated, committed and passionate and customer service oriented team. This is a perfect opportunity to exercise your ability to influence and support this team with your input and ideas.

Intent of the process

A pool of qualified candidates will be established and could also be used to staff similar bilingual Imperative positions with various tenures, titles and security requirements using different staffing mechanisms (deployments, indeterminate/determinate appointments, actings, assignments/secondments) within the Employment and Social Development Canada across Canada.

EDUCATION

• A secondary school diploma or employer-approved alternatives (a satisfactory score on the PSC test approved as an alternative to a secondary school diploma; or an acceptable combination of education, training and/or experience).

Degree equivalency

EXPERIENCE

• Experience collecting, analyzing and documenting user requirements.
• Experience facilitating discussions as well as negotiating solutions.
• Experience developing and maintaining working relationships with stakeholders and clients.
• Experience providing advice and guidance and recommendation to management (manager level and up).

ASSET QUALIFICATIONS (not mandatory but may serve to select candidates for further assessments or right fit selection for appointment)

• Business Analysis Certificate
• Experience using PeopleSoft 8.9 or more recent version in at least 3 modules excluding self-service for employees and managers.
• Experience using an HR system recognized by the TBS.
• Experience executing software testing (elaborating testing planning, creating testing scenarios and test, configuring testing data and executing testing testing scripts).
• Experience using a reporting data base system; IBM Cognos, SQL.
• Experience assessing the impact of system change requests.
• Experience developing and delivering presentations.
• Experience supervising staff.
• Ability to identify concerns related to future requirements.
• Ability to develop others.

ASSESSMENTS

Candidates must meet all the essential criteria in order to be appointed. However, applicants may be required to meet the asset qualifications or the organizational needs, depending on the requirements of the specific position being staffed.

A variety of assessment tools may be used in the assessment of candidates, such as: written test, self-assessment, situational exercise, oral interview and/or reference checks. Note that assessment tools will be administered electronically and virtually.

Please note that random selection, asset qualifications and/or a top-down selection approach may be used at any stage of the assessment process to identify which applications will be given further consideration.

What is a top-down selection? It is where only the top scoring candidates will be invited to the next stage of the assessment. Please note that different pass marks and cut-off scores can be used at various stages of the assessment process. Candidates who attain the pass mark might not be further considered in the process if they do not achieve the cut-off score.

All information obtained throughout the selection process, from the time of application to close of process, may be used to evaluate the candidates.

At the time of assessment proof of education will be required. If you were educated outside of Canada, you must have your credentials and/or diploma assessed against Canadian education standards. To be considered for a Bilingual Imperative position, you must be willing to undergo Second Language Evaluation testing OR you must already have Second Language Evaluation results (proof will be required).
