Duties

As Negotiator or Senior Policy Analyst you will demonstrate Canada's commitment to a renewed nation-to-nation relationship based on co-operation, recognition of rights, and partnership by:
• working with Indigenous groups in new and innovative ways to collaboratively develop agreements and mandates; and
• engaging with federal partners to explore and advance federal reconciliation initiatives and policy reforms.

Work environment

Intent of the process

The immediate need is to staff positions in Vancouver (British Columbia) and Gatineau (Québec). Pools of qualified candidates may also be established to meet the anticipated EC-06 needs throughout the Treaties and Aboriginal Government Sector, located in CIRNAC offices across Canada. This process identifies 2 distinct streams of work and requirements, all of which share some common qualifications yet also have specified distinct qualifications. The 2 streams are as follows:

Stream 1:
Position Title: Negotiator

Stream 2:
Position Title: Senior Policy Analyst

Once established, the pools may be used to staff similar or identical positions with various linguistic profiles and with various employment types and tenures (indeterminate, specified period or acting appointment, deployment, assignment, secondment) throughout CIRNAC offices across Canada.

EDUCATION
Stream 1 (Negotiator) :
Successful completion of two years of a post-secondary program with acceptable specialization in social science, statistics, library/archival work or a law-related field.

Notes:
• At the manager's discretion, an acceptable combination of education, training and/or experience that is comparable to the minimum education stated above, may serve as an alternative. Whenever the minimum educational standard is met through an alternative, it is met only for the position being staffed, and a candidate must be re-assessed for future appointments and deployments if the manager has asked for this alternative.
• "Social science" includes economics, political science, sociology, anthropology, history, psychology, geography, criminology, and other disciplines associated with social science. "Library/archival work" includes gallery and museum functions.

Stream 2 (Senior Policy Analyst):
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Notes:
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
All Streams:

Experience in providing strategic advice for senior management on complex** issues.

Stream 1 (Negotiator):

Experience in developing documents, or negotiation positions dealing with complex** issues or initiatives, which may include for example, memoranda to cabinet, treasury board submissions or presentations to senior management.

Significant* experience leading collaborative partnerships with Indigenous groups, provinces, or other stakeholders to advance complex** files.

Stream 2 (Senior Policy Analyst):

Significant *experience in preparing or managing the preparation of comprehensive documents such as: statistical surveys, qualitative and quantitative studies, research reports, position papers, strategic plans and planning documents, memoranda to cabinet, treasury board submissions and evaluation reports, briefing notes or presentations to senior management.

Experience in consulting with stakeholders, federal government representatives, other levels of government or Indigenous groups.

Experience in developing policy, legislative or regulatory options for the consideration of senior management.

* Significant experience is understood to mean the depth and breadth of experience normally associated with performing activities for a period of at least two (2) years.

** Complex: Involves at least two (2) of the following relevant criteria:
• Sensitive.
• High profile.
• Confidential information.
• Multiple stakeholders.
• Diverse interests.
• Multi-year or multi-phase.

ASSET QUALIFICATIONS:

All Streams:

Masters degree from a recognized post-secondary institution with specialization in Economics, Law, Public Affairs, or other related field of studies.

Degree equivalency

Experience in working as part of a multi-disciplinary team that includes two or more of the following: other federal departments or agencies, provincial or territorial governments, Indigenous organizations, and industry or the private sector.
Experience in negotiating or working with Indigenous groups in Canada.
Experience in dealing with litigation-related work, particularly in an Indigenous rights context.
