Intent of the process

The WP-05 National Consultant roles within Veterans Affairs Canada (VAC) are responsible for the provision of consultative services, professional guidance, functional direction and training to Veterans Affairs Canada client service delivery staff in support of the delivery of programs, benefits and services to promote the well-being of VAC clients in one or more of the following areas of expertise: case management, program management and operational support, quality management, mental health, disability management, transition and rehabilitation.

This process will be used for potential staffing of the following National Consultant roles:
- STREAM 1: National Consultant: Case Management Practice and Strategic Team
- STREAM 2: National Consultant: Standards Training and Evaluation Officer

EDUCATION
A degree from a recognized post secondary institution with a specialization in social work, nursing, occupational therapy, physiotherapy, vocational rehabilitation, psychology, counselling, or another specialty related to human behaviour and appropriate experience, or an acceptable combination of education at a post-secondary level combined with training and experience.

Degree equivalency

ESSENTIAL EXPERIENCE - (ALL STREAMS)
• Significant experience* working in health or social services, or welfare programs or welfare services.
• Experience in providing functional direction** in an inter-disciplinary*** health-care or social services environment.
• Experience leading or supporting working groups, projects or teams.
• Experience providing advice or guidance or recommendations to management.
• Experience in facilitating group activities/events or delivering training sessions in an adult learning environment.
• Experience in interpreting or applying legislation or regulatory or policy-related benefits and services

* “Significant experience” refers to the breadth and depth of experience and is defined as a combination of time spent doing the activity, as well as type (range, scope, and complexity) of work handled related to the experience criteria. Such experience is normally acquired when having performed the duties over a period of 2 years within the last 5 years.

** “Functional direction” provides operational staff with guidance on policy or process to support decision making

*** “Inter-disciplinary” environment is defined as a group of diverse professional roles who work closely together and support one another through the exchange of their respective professional expertise. ESSENTIAL EXPERIENCE (STREAM 1 ONLY) - National Consultant: Case Management Practice:
• Experience as a Case Manager **** in a health or medical or social services or rehabilitation environments.

**** Case Management is a collaborative process designed to meet the individual’s and family’s holistic needs in order to facilitate timely access to appropriate resources so their level of independence and quality of life are optimized. The functions conducted by Case Managers include engagement and relationship building, comprehensive/holistic assessment, analysis, case planning/consultation, monitoring /evaluation and conclusion.
