Are you an experienced physician leader looking to translate your talents and interests in the diagnosing and treating health problems to understanding and resolving health system level challenges? If so, the Canadian Forces Health Services Headquarters (CFHS HQ in Ottawa, Ontario) is looking to fill the position of Director of Health Services Quality and Performance!

The mission of the CFHS is to provide full spectrum, high quality health services to Canada's fighting forces wherever they serve. Our mandate is three-fold:

1. Deliver high quality health care, with a strong emphasis on primary and mental health care, to a population of 65,000 regular force and 6,000 reserve force members on 32 bases and Wings across Canada.
2. Provide a deployable health capability to support military missions at home and abroad.
3. Protect and promote the health of the CAF population through public health and occupational health programming and services.

Reporting directly to the Canadian Armed Forces (CAF) Surgeon General/Director General Health Services, the successful candidate is a key member of the CFHS strategic leadership team. The Director will lead a small but growing team developing and coordinating programs designed to enhance CFHS’s ability to monitor the quality of the services it provides and improve its performance as a health system. These programs include Patient Safety, Clinical Quality, Quality Improvement, Evaluation, Performance Measurement, Health Services Complaints and Investigations, and Knowledge Transfer. The Directorate also works to promote an organization-wide culture of quality, safety and performance within the CFHS.

EDUCATION
◾Graduation with a medical degree from a recognized school of medicine.

Degree equivalency

OCCUPATIONAL CERTIFICATION
◾Possession of an active unrestricted license to practice medicine from a provincial College of Physicians and Surgeons.

EXPERIENCE
◾Significant* clinical experience in a complex, interdisciplinary healthcare environment.
◾Experience in management of human and financial resources.
◾Experience leading the development, implementation and evaluation of health care related policies, programs or projects.
◾Significant* experience in providing strategic advice, briefings and recommendations to senior management related to health care quality and health system performance matters.
◾Experience liaising with outside agencies, regulatory bodies and professional associations in matters related to health care.

*Significant is defined as the scope, depth and breadth of experience normally associated with having performed a broad range of various activities which would have been acquired over a period of at least two (2) years.

◾Experience working within the Canadian Forces Health Services (CFHS) at the strategic level.
◾Experience in public relations or communications.
◾Experience conducting medical literature reviews and producing review summaries.
◾Experience working with various acts and legislations such as the Access to Information Act, the Privacy Act, the Human Rights and Freedom Act, the National Defence Act, etc.
◾Experience leading work groups, committees or multidisciplinary / interdisciplinary project teams with internal and external stakeholders.

5. On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring.
