In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Note: The candidate must always have a degree from a recognized university. The specialization may be acquired through an acceptable combination of education, training or work experience.

Degree equivalency

ESSENTIAL EXPERIENCES:
• Significant* experience in conducting evaluations, research studies or audits, including the development of research, evaluation or audit methods and instruments;
• Significant* experience in collecting, analyzing and interpreting qualitative and quantitative data and preparing related summaries and reports;
• Experience leading and managing projects or activities** with demanding deadlines;
• Experience interacting with and providing advice and recommendations to management; and
• Experience preparing briefings, presentations, reports and proposals for senior officials***.

* “Significant” is defined as the depth and breadth of your engagement in the performance of these duties for a period normally associated with two years (2) of experience.

** This could include activities that support an overall project or study, such as: a literature/ documentation review, a file review, a survey, etc.

*** “Senior officials” refers to Director level and above.

ASSET EDUCATION:

ASSET EXPERIENCE:
• Experience in evaluating or delivering regional economic development programs
• Experience in leading evaluations or evaluation teams
• Experience conducting internal audits

OPERATIONAL REQUIREMENTS:
- Willingness and ability to travel as required.
- Willingness and ability to work irregular hours and overtime on short notice.

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Interested persons must meet each essential qualification in order to be in the pool and subsequently appointed to a position. However, a person may be appointed to a position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing a person to be appointed.

All written and verbal communication obtained throughout the selection process, from the time of application to close of process, may be used to evaluate the candidate.

Persons are entitled to participate in the appointment process in the official language of their choice. Applicants are asked to indicate their preferred official language in their application.

Our intention is to communicate with the candidates by email. Candidates who apply to this selection process must include in their application a valid email address and make sure that this address is functional at all times and accepts messages from unknown users (some email systems block these types of email).

Achieving a representative workforce has been identified as an organizational need in the merit criteria, and may be applied in this appointment process. Should the organizational need of belonging to one of the four employment equity groups (women, members of visible minorities, persons with disabilities, and Aboriginal peoples) be applied, only candidates identifying themselves as members will be considered.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
