Small Craft Harbours (SCH) is a nationwide program of the Department of Fisheries and Oceans, which operates and maintains a network of harbours in support of the needs of the commercial fishing industry. The mandate of SCH is to keep the harbours that are critical to the fishing industry open and in good repair. The program is delivered in cooperation with Harbour Authorities (local not-for-profit organizations) who manage the harbours.
The intent of this selection process is to staff one (1) bilingual imperative (CBC/CBC) position in Moncton (NB) on an indeterminate or temporary basis. A pool of qualified candidates may also be established and used to staff similar positions with various tenures and security requirements within Fisheries and Oceans Canada.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution in a field relevant to the position, or an acceptable combination of education, training and/or experience.
EXPERIENCE:
• Experience in providing strategic advice and recommendations to management on complex* issues.
• Experience in engaging with stakeholders such as but not limited to internal or external clients, other levels of government, Indigenous groups, or the public on the delivery of programs or services.
• Experience in analyzing and reporting on matters that deal with complex* issues, making recommendations, preparing reports and/or correspondence for management.
• Experience in the development and coordination or management of projects, initiatives or strategic plans.
* By complex is meant at least one (1) of the following characteristics: involvement of multiple partners or stakeholders, impact on a community / organization / economic sector, sensitive, potential for media coverage, significant socio-economic outcome or other similar characteristics.

ABILITIES :

ASSET QUALIFICATIONS:
• Experience in writing, editing and proofreading a variety of texts, such as correspondence, reports or studies for general or specialized audiences.
• Experience developing and preparing briefing notes or reports to management within short timelines.
• Experience in working or consulting with Aboriginal groups.
• Experience in the interpretation and application of federal legislation or regulations.
OPERATIONAL REQUIREMENTS:
Must be willing and able to work overtime on occasion.
Must be willing and able to travel on occasion.
