This selection process is composed of three (3) different IT-03 Technical Advisor position streams. You can apply to all, one or two streams based on your experience.
1. Project Management (PM) Stream

The Policy on COVID-19 Vaccination for the Core Public Administration (CPA) Including the Royal Canadian Mounted Police will be suspended as of June 20, 2022. Federal employees of the CPA will no longer be required to be vaccinated as a condition of employment. The Innovation, Information and Technology Branch (IITB) is a national organization within Employment and Social Development Canada (ESDC), with a wide variety of Information technology (IT) work that can be performed regardless of geographic location; however, certain positions may require a physical presence at a specific location.
IITB's hub locations outside of the Gatineau/Ottawa National Capital Region (NCR) are located in: St. John's, Dartmouth, Charlottetown, Bathurst, Fredericton, Miramichi, Moncton, Boucherville, Jonquière, Laval, Montréal, Shawinigan, Belleville, Chatham, Cornwall, London, Toronto, Mississauga, Windsor, Vaughan, Winnipeg, Regina, Edmonton, Calgary and Vancouver.
NOTE: As a result of the COVID-19 pandemic, most IITB employees are teleworking for the foreseeable future. These temporary work arrangements are determined on a case by-case basis dependent on operational requirements of the position at the time of hiring. As the situation with the pandemic evolves, there may be changes to the available work arrangements.
A pool of partially qualified candidates will be established to staff similar positions at Employment and Social Development Canada with various tenures and/or various language requirements, conditions of employment and/or locations.

Essential Qualifications
Education - All Streams
E1. Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management, project management or another specialty relevant to the position to be staffed.
Note:
1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
Experience - All Streams
EX-1. A minimum of four (4) years of cumulative experience over the past seven (7) years in the information management/information technology (IM/IT) field analysing client needs for information technology solutions, providing guidance, recommending solutions and elaborating on feasible alternatives.
EX-2. A minimum of four (4) years of cumulative experience over the past seven (7) years in IM/IT Solution Development Life Cycle (SDLC) performing activities such as project management, establishing an Agile mindset using a supported framework, or business analysis duties (planning, designing, developing and deployment) or where industry standard methodologies were followed.
EX-3. A minimum of four (4) years of cumulative experience over the past seven (7) years participating in communications and collaborating with stakeholders, business clients and/or support teams.
Experience - Project Management (PM) Stream
EX-PM1. A minimum of three (3) years of cumulative experience* over the past seven (7) years in the Project Management of IM/IT solutions, elaborating on feasible alternatives and producing supporting project documentation.
Important notes:
* Must be related to Project Management. Project Management is the knowledge and ability to apply formal project management principles and practices during the planning, implementation, monitoring, reporting and completion of projects, ensuring effective management of scope, resources, time, costs, quality, risks and communications.
Experience - Business Analysis (BA) Stream
EX-BA1. A minimum of three (3) years of cumulative experience** over the past seven (7) years in providing Business Analysis direction and guidance to solution/technical teams, on an on-going basis and providing the following services, in written and in oral presentations, to stakeholders of the analysis, research, options and recommendations as it relates to the initiatives.
Important notes:
** Must be related to Business Analysis. Business Analysis is the knowledge and ability to apply the principles of business analysis in the planning, reengineering, requirement gathering for government or business environments, operations, processes, and practices.
Experience - Scrum Master Stream
EX-SM1. A minimum of three (3) years of cumulative experience over the past seven (7) years in coaching, guiding, removing impediments and establishing Agile practices following one of the Agile frameworks (SCRUM, Kanban, Srumban etc…) for a team.

Depending on the number of applicants and the human resources needs and/or plans, volume management strategies may be used for the purpose of managing applications to determine the candidates who will continue in the next steps of the staffing process. Such volume management strategies might include: screening of applications based on the Asset Qualifications, random selection, top-down approach and/or establishment of cut-off scores.
