Fisheries and Oceans Canada (DFO) is looking for dynamic candidates to join its procurement team. As part of the operations team, as a Team Leader you will have the opportunity to lead a team of contracting officers responsible for the acquisition of goods, services and construction for both DFO and the Canadian Coast Guard. You will collaborate with the various clients on a regular basis to anticipate and analyze their requirements, develop strategies and options to meet objectives and provide advice on very interesting projects.
For candidates within the Centre of Expertise team, you will have the exciting opportunity to supervise team members that perform tasks such as reviewing and implementing procurement policy documents, preparing procurement reports, providing procurement training, resolving contracting issues, etc.
In addition, DFO offers a working environment where work life flexibility and employee development is really important. At the moment, the procurement team is working from home. Once the situation improves, DFO will be moving to a hybrid model.
The intent of this advertisement is to create an inventory of partially or fully assessed professionals that may be used in the future to staff similar positions within Fisheries and Oceans Canada with various tenures, linguistic profiles (English essential, bilingual BBB/BBB, CBC/CBC), various operational requirements and/or various conditions of employment.

EDUCATION
A secondary school diploma or employer-approved alternatives (see Note 1).
Note 1: The employer-approved alternatives to a secondary school diploma are:
- A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
- An acceptable combination of education, training and/or experience.
EXPERIENCE
1) Significant* experience in conducting complex*** competitive procurement processes for goods, services or construction.
2) Significant* experience in providing advice and recommendations to clients or management** on contracting issues, strategies, policies or initiatives.
3) Experience in negotiating with multiple stakeholders.
DEFINITIONS
*Significant experience is defined as having performed the duties on a full-time basis for a period of approximately five years.
**Management is defined as Manager and above.
*** A complex procurement is defined as meeting at least four (4) of the following elements:
1. Involving multi-million dollar projects;
2. Involving consultations with multiple stakeholder groups;
3. Involving multi-phased projects;
4. Involving high profile or high risk projects (e.g. scope, security, emergency, departmental priorities, etc.);
5. Involving the negotiation of price or non-standard terms and conditions;
6. Involving the resolution of bid evaluation issues;
7. Involving the resolution of contracts management issues including procurement policy interpretations;
8. Involving consultations with management (i.e. Manager level (EX minus 1 and above), and
9. Involving Government socio-economic considerations into projects (i.e. Aboriginal Procurement).

ASSET QUALIFICATIONS
EDUCATION
Graduation with a diploma or degree from a recognized post-secondary institution OR a combination of education, experience and/or training.
EXPERIENCE
- Experience managing the invitation to tender process for construction requirements
- Experience supervising a team of five employees or more
- Experience issuing contracts using professional services supply arrangements such as TSPS, TBIPS or PASS.
OPERATIONAL REQUIREMENTS
- Willingness and ability to travel, as required.
- Willingness and ability to work overtime, as required.

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status.
