This process will be used to create a pool of qualified and/or partially-qualified candidates to staff similar positions with various tenures (temporary, permanent) at Transport Canada in the National Capital Region.

EDUCATION - FI-02 AND FI-03
A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group.
OR
Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).

Degree equivalency

EXPERIENCE - FI-02: FINANCIAL MANAGEMENT ANALYST
Recent* and extensive** work experience across two (2) or more of the following areas:
A. Recent* and extensive** experience having performed duties in financial management: either in resource management (internal and/or external budgeting and reporting) or as part of a financial management advisory unit;
B. Recent* and extensive** experience in providing financial guidance and recommendations to management or clients;
C. Recent* and extensive** experience in analyzing, interpreting, and applying financial management policy instruments; and
D. Recent* and extensive** experience in extracting financial information and preparing associated financial reports.

EXPERIENCE - FI-03: SENIOR FINANCIAL MANAGEMENT ANALYST
Recent and extensive*** work experience in three (3) or more of the following areas:
A. Recent* and significant*** experience having performed duties in of financial management: financial management advisory services;
B. Recent* and significant*** experience in providing advice regarding financial management to management**** on a wide range of financial issues;
C. Recent* and significant*** experience in analyzing, interpreting, and applying financial management policy instruments; and
D. Recent* and Significant*** experience in extracting financial information and preparing associated financial reports.

EXPERIENCE - FI-02 AND FI-03
Experience in using financial systems, including a salary forecasting system, for financial transactions, budgetary controls, and financial analysis.

*Recent experience refers to experience acquired within the last 5 years.
**Extensive experience refers to the depth and breadth of experience generally acquired during two (2) or more financial cycles, for a combined total of 24 months, which aligns to the FI recruitment and Development Program and the Financial Officer Recruitments and Development (FORD) Program.
***Significant experience is defined as experience associated with having performed a broad range of related activities which could normally be acquired over a period of approximately four (4) years in an intermediate finance position.
****Management is defined as an employee occupying a position at FI-04 group and level and higher or equivalent.

OCCUPATIONAL CERTIFICATION
• Possession of a recognized Canadian professional accounting designation (i.e., CPA).

• Experience in participating in business transformation and change management.
• Experience in developing, analyzing and/or challenging Treasury Board Submissions or Memoranda to Cabinet.
