Duties

As the Manager of Manitoba’s Regional Administration and Finance team, you lead a small and mighty team (5 full-time employees) in support of Manitoba’s Ecosystem and Enterprises, Communities and Policy & External Relations teams in delivering a range of economic development programs aimed at growing and diversifying Manitoba’s economy in the Prairies.

The unit is responsible for a variety of functions, which include:
• administering payments and initiating receivables on grants and contributions projects;
• performing budgeting and forecasting activities for the region;
• overseeing the regional administration of the workplace; and more.

The Manager reports to the Director General of Enterprises and Ecosystems in Manitoba and is an important member of a management team that leads the delivery of PrairiesCan’s programs in Manitoba. The manager also works closely with the Assistant Deputy Minister, the Senior Management team, and other regional and headquarters colleagues to shape PrairiesCan’s program development and delivery.

Intent of the process

The intent is to fill one indeterminate (permanent) full-time vacancy.

A pool of qualified candidates (fully assessed or partially assessed) may be established and may be used to staff similar positions at this group and level. This process may be used for various positions and tenures (including but not limited to term and indeterminate appointments, internal assignments, secondments, deployments, acting appointments, casual) as well as various locations, security requirements, language requirements and conditions of employment. The pool of qualified candidates may also be shared and accessed with other federal government departments.

Education:
- Degree from a recognized university in commerce, business administration, accounting, finance, economics or statistics.

Degree equivalency

Experience:
- Experience with grants and contributions contract management (experience in negotiating loan repayment arrangements and contract amendments.)
- Experience developing operating budgets and forecasting.
- Experience preparing briefing materials and providing strategic advice to senior management.
- Experience in the management of human and financial resources.

Knowledge:
- Knowledge of legislation/policy and directives related to grants and contributions and other transfer payments.
- Knowledge of financial management principles/practices.
- Knowledge of public sector accounting standards/practices.
