INFORMATION CONCERNING MANDATORY VACCINATION:

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

Duties

Key Activities:

Provides functional and specialized advice and guidance to departmental managers and staff on the interpretation and application of legislation and regulations related to Crown procurement and contracting, trade agreements, procurement law and jurisprudence, and central agency and departmental policies, procedures and directives.

Researches and establishes the most appropriate procurement strategy to meet client needs; presents high value procurement and contracting files for senior management review and decision; take the necessary follow-up action; and participate in the development of Treasury Board Secretariat (TBS) submissions to obtain the required government approvals.

Supervises a junior PG-02 position, participates in the training of the unit’s developmental procurement officers and evaluates performance.

• EX1 - Extensive and recent experience* in interpreting and advising on the application of directives, guidelines and regulations relating to procurement policies and contracting to clients.
• EX2 - Extensive and recent* experience in providing advice and recommendations to clients and/or management on procurement strategies, including statements of work and evaluation criteria.
• EX3 - Extensive and recent* experience in the development of procurement documents for the acquisition of services, goods and construction, including but not limited to requests for proposals, notices of proposed procurement, evaluation criteria and statements of work.
• EX4 - Extensive and recent* experience in producing, preparing, presenting reports, analysis, responses or briefings to management on procurement and contracting matters.

* "Extensive and recent experience" refers to the extent and level of experience normally acquired after three (3) years of cumulative experience in a position in the field of procurement or in a position equivalent during the course for the last five (5) years.

AEX4 - Experience supporting procurement file reviews or monitoring contracts for goods or services in a quality assurance, quality control or oversight role.
AEX5- Experience developing and delivering training, presentations, or information sessions.
AEX6 - Experience leading files associated with Treasury Board submissions.
AEX7 -Experience supporting an Agile procurement process.
AEX8 - Experience in supervising personnel (which includes establishing work objectives, training plans and performance evaluation).
