Assessment accommodation

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

ASSESSMENT

It is the responsibility of the candidate to clearly outline that they meet each of the screening criteria (i.e. Education and Experience Qualifications, both Essential and Assets) in the screening questions. Please note that it is not sufficient to only state that the requirement is met or to provide a listing of current responsibilities, rather the candidate must provide concrete, detailed examples that illustrate how and when they have met the requirement. Duties

Transport Canada, Quebec Region, consists of some of the following Directorates: Civil Aviation, Marine, Railways and Ports & Airports Management. Our department oversees installations across the province therefore it will be required from our Occupation Health and Safety Advisor to make on-site visits and create partnerships with managers and employees. This position is located in Dorval, as part of the Human Resources Directorate. The future Occupation Health and Safety Advisor will work closely with our Labour Relations team as well as the Corporate OHS office, located in Ottawa. Strong autonomy is required for this position.

As well as being the OHS expert for the region, including team leaders, leaders and local members of Quebec's OHS committes; as an Occupational Health and Safety Advisor, duties include:

•Being available to answer questions and requests related to OHS.
•Participating to Labour Relations committees.
•Identifying the needs of the region in terms of OHS.
•Facilitating and guiding the implementation of corporate OHS policies and procedures
•Developping and recommending strategies and initiatives to address region’s OHS needs.
•Monitoring, evaluating and reporting on the level of client compliance with federal, provincial and municipal OHS acts, regulations, codes and standards.
•Planning, organizing, supporting and/or leading the conduct of OHS investigations and inspections.
•Designing, developping and delivering OHS communications plans and information, training and awareness sessions at the regional level.
•Overseeing regions reclamations following work accidents.

Intent of the process

The immediate need is to fill one (1) indeterminate position in the Human Resources team.

An inventory of candidates will be maintained. This process could be used to staff similar positions with varying language and security profiles within the Human Resources Branch of Transport Canada.

EXPERIENCE

EX1. Experience in managing activities related to an occupational health and security program.
EX2. Experience in providing OHS advice and recommendation to stakeholders and workplace OHS committees or representatives, in an implementation of an OHS program.
EX3. Experience in researching, in analyzing and interpreting legislation, policies and/or directives.

Please note that experience gained solely as a member of an OHS committee is not sufficient.

By experience, we are referring to experience normally acquired over approximately one (1) year within the last five (5) years.

AEX4. Experience participating in the development of OHS policies, directives, guidelines or procedures.

OPERATIONAL REQUIREMENTS
• Willing and able to work overtime with short notice.
• Occasional travel may be required.

• Hold a valid and permanent Canadian driver’s license, class 5 or equivalent
