Intent of the process

The intent of the process is to staff indeterminate positions. A pool of candidates may be established to staff similar positions on an indeterminate or temporary basis at the Bilingual Imperative CBC/CBC level and various security clearance (reliability or secret), which may vary according to the position being staffed at Transport Canada.

EDUCATION
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Note:
1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

EXPERIENCE
EX1: Significant* experience in the software development life cycle of digital services***.

EX2: Significant* experience leading or coordinating work of multidisciplinary teams in the delivery of digital services***.

EX3: Significant* experience facilitating consultations with stakeholders** in support of digital services***.

EX4: Experience contributing to the development of work planning documents such as, but not restricted to, cost estimates, project schedules, or procedures.

ASSET QUALIFICATIONS

EDUCATION
ED1: A degree from a recognized post-secondary institution in computer science, information technology, information management or another specialty relevant to the position to be staffed.

ED2: Any recognized IM/IT professional certifications.

EXPERIENCE:
AEX1: Experience with User-Centered or User Experience design principles and practices.

AEX2: Experience working on an agile software development team.

AEX3: Experience in the development and/or maintenance of cloud-based solutions, including but not limited to, supporting IT security assessment activities as it relates to cloud-based solutions.

AEX4: Experience in configuration and/or development with Microsoft Dynamics CRM and/or Microsoft Power Platform.

AEX5: Experience in the development and/or maintenance of applications leveraging the .NET Framework.

AEX6: Experience in the integration with, and/or configuration of, Commercial Off The Shelf (COTS) based line-of-business applications.

AEX7: Experience with DevOps or DevSecOps.

AEX8: Experience ensuring compliance with WCAG 2.0 or higher.

AEX9: Experience in supervising staff including employees, students or contractors, and planning, coordinating and assessing the work performed by staff delivering Digital Services***.

AEX10: Experience in gathering and analyzing client business requirements in the context of information technology projects.

AEX11: Experience working with project teams or clients applying project management principles and best practices, including but not limited to, preparing project deliverables (for example business cases, project charters, project plans, dashboards, change requests, etc.).

AEX12: Experience in writing formal documentation, such as business cases, Statement of Work, Statement of Requirements, service level agreements, IM/IT processes or guidelines, standard IT operational service procedures, configuration instructions, IT system administration guides, and/or other client-facing documentation.
